With the development of the related technology about digital maps, Map quality has become the point that map makers and mapping researchers focus on. Due to the ambiguity of the map and the map quality of subjective characteristics, map quality evaluation has been no uniform method up till now, instead, map makers and researchers put forward their own mapping map quality evaluation methods according to their own needs. And currently there isn’t a commercial map quality evaluation system in the market. Therefore, studying the map quality evaluation methods and the development of corresponding system has certain theoretical significance and application value.This paper analyzes the fuzziness characteristics of map data, and proposed the map quality evaluation method based on fuzzy comprehensive evaluation. We mainly make research on the key to weight calculation and operator selected technology, as well as making analysis of the three classical operators and evaluating the quality of the map data Problems. According to the characteristics of the map data, a new operator has been proposed and proved its feasibility and effectiveness from the theoretical and practical aspects of quality evaluation. Finally, this paper designed and developed a technology map quality evaluation system due to the technology mentioned above. The main work is as follows:(1) map data pre-analysis and fuzzy. Analysis of the data storage format of the map, coordinate system and feature attribute differences, and doing data preprocessing、turn the map formats into a unified format shp. The map coordinate system is converted to Xi’an 80 coordinate system and map feature attributes were proofreading.(2) the quality map proposed evaluation method based on fuzzy comprehensive evaluation. Against fuzziness characteristic data, according to the fuzzy comprehensive evaluation theory, map quality evaluation method has been proposed based on fuzzy comprehensive evaluation. Choosing six studied computational analysis methods from "CH / T1025-2011 Digital Line Graph(DLG) quality testing technical regulations", we make research on the calculating and analysis method of every evaluation index,and obtain five groups of fuzzy relations matrix. They were selected on Entropy Method and AHP map data calculated by different weights.(3) Analysis of three classical operator evaluation results, this paper proposes a new operator. Three classical operators were selected and evaluate the map data. Then analysis the problem showed in the result. According to the characteristics of the subject data, new operator GMO operator was proposed, from a theoretical point of view. And demonstrating the new operator of the rationality of the actual map data evaluation to verify the accuracy and effectiveness of its evaluation to propose. Combined with the new operator, we verify that the entropy method and system are more appropriate in line with the subject of fuzzy comprehensive evaluation requirements using Entropy Method and AHP weights.(4) designing and developing the map quality evaluation system. According to the requirements of the participating countries plan to support the sub-project, we analyze the main function of the system demand, confirming the system design principles, and designing the system architecture and function of each module. Use ArcGIS Engine and Visual Studio technology platform to achieve the map quality evaluation system.
