The 3D GIS is one of the newest trends of the development of GIS science. Different from 2D GIS,3D GIS provides human being more realistic feeling about the representation of natural world. It demonstrates various phenomena of geographic space with three-dimensional formation technology. Not only the horizontal relationships of spatial objects are represented, but also the vertical relationships of them are described and represented. Moreover, it is a unique function of 3D GIS to analyze and operateon spatial objects under a three-dimensional environment..This thesis researched development of 3D GIS based on existenced GIS platforms combining system target and practicality requirement of Turpan Desert Botanic Garden. The system developed base on the popular ArcGIS Engine module at present, three-dimensional modeling software 3DS MAX and the visual development tool VB.NET 2005, ArcGIS Engine module was used as the system core, 3DS MAX software was used as the data source of system three-dimensional, and applied the visual development environment supplied VB.NET 2005 to constitut the 3D GIS system by united two software.For system three-dimensional modeling, the ground model was realized by used TIN structure three-dimensional model, which was produced depended on big scale digital map of the vivarium, and this model was overlaid the high distinguishing rate satellitic orthograph image to increase the ground model's reality feel; the building model was realized in 3DS MAX combining the method of constructive solid geometry and the texture data which was shot on the spot; the vegetation model adopted the crossing faces to simulate the real tree combining actual texture data for improving the system runing speed and stability.For the system development, the whole system function was designed to five modules:map module, navigation module, spatial bookmark module, animation and inquiring data module. The map module realized the function of displaying and operation two-dimensional and three-dimensional map as the system core; the navigation module was uesd to realize thr function of map's navigation; the spatial bookmark module was used for establishing and managing spatial bookmark; the animation realized establishing and playing three-dimensional animation, the inquiring data module was used to inquire a random feature's spacial and non-spacial attribute. These five modules composed the whole system basic frame, and realized the basic function of the 3D GIS by transfering the three-dimensional modeling of 3DS format which was established in 3DS MAX software.
