The South China Sea, as the greatest marginal sea of our country with rich marine resources, is an important area for the development of our marine economic. Due to its intricate ocean phenomena and lack of understanding the ocean processing, the research results are not enough for our daily use. In order to obtain the field observation and satellite remote sensing data, severe research projects are focused on this aspect. The purpose of this thesis is to effectively manage these data, establish a visual and artificial interactive client so that we can improve analysis ability and understand the marine information to support the scientific judgment and decision.Marine geographic information system not only improves the management style of marine data, but also provides the technical support platform for the integrated multi-source data processing, information fusion and visualization. Today, there are a lot of sophisticated GIS products, most of them offering the secondary development interface so that we can pay more attention on organizing system.A secondary development platform is provided which combines the ArcGIS Engine of ESRI with .Net platforms, including the traditional three-tier architecture and having seven function modules. So far, the visualization of obtain data, user management, the basic graphic operation of GIS, special charts, spatial analysis (buffer, interpolation, isoline), print have been finished and worded well. In the design, the grid data interpolation used the mask to determine the display range and the scope of the south China sea (SCS) to intercept or fill grid layer, the interpolation operation of spatial analysis used the third-party interpolation to remedy the defects of the ArcGIS interpolation method, to improve the data accuracy. The dynamic tracking function slams the traditional method of refreshing map adding elements, uses dynamic layer to display map. ArcGIS 9.3 has the support of IDynamicCacheLayerManager interface to further improve the show of dynamic layer.Testing results show that this system is robust and functions well.
