| Promoting public cultural services is an important task of deepening the reform of the cultural system.As one of the important subjects of public cultural services,public archives can better integrate into the public cultural service system through cross-border cooperation.At present,public archives have carried out relevant exploration around cross-border cooperation in practice,but they are lack of combing and summarizing typical cases and experience promotion;The theoretical level has attracted some attention,but there are some problems,such as unclear concept connotation,closed research objects,scattered research contents,weak long-term development strategy and so on.Therefore,exploring the cross-border cooperation of public archives has research value and practical significance.This paper mainly adopts the methods of literature research,network investigation,SWOT analysis,case analysis,comparative analysis and so on.At the theoretical support level,it is found that the archives pluralism,the new public service theory,the industrial integration theory and the social division of labor theory have relevance,applicability and guidance with the cross-border cooperation of public archives.For example,archival pluralism determines the diversity of subjects,forms and contents of cross-border cooperation between public archives;the function mechanism of the new public service theory is reflected in the whole process of cross-border cooperation of public archives,that is,the theory guides public archives,a public body,to meet the public needs of social users to the greatest extent by providing public services,sharing public resources and developing public products in the process of cross-border cooperation;the applicability of the industrial integration theory and the cross-border cooperation of public archives is mainly reflected in the development and production of archival cultural and creative products,that is,to guide them and their partners to promote the products to the market through outsourcing,franchising and other forms,with social benefits as the main and economic benefits as the auxiliary;the theory of social division of labor is mainly reflected in the specific business of cross-border cooperation of public archives,that is,to realize the integration of resources and services in the form of division of labor and cooperation and cross-border cooperation.At the overall cognitive level,it is found that the main objects of cross-border cooperation of public archives include government agencies,news media agencies,cultural institutions and enterprises,etc;the main types of cross-border cooperation of public archives include common sharing of resources,mutual integration of services,joint creation of achievements,mutual opening up of channels and convergence of values;the cross-border cooperation of public archives has the characteristics of service,inclusiveness,systematicness and win-win cooperation.The analysis of the above contents can form a relatively clear and clear understanding of the cross-border cooperation theme of public archives.At the same time,examine the conditions of cross-border cooperation of public archives from both internal and external dimensions,and identify their own strengths,weaknesses,and external opportunities and threats,which not only help to cultivate a community of mutual trust and progress,but also consolidate the overall foundation of cross-border cooperation,and provide foundation and support for the subsequent path optimization.At the practical level,the article analyzes the current situation of cross-border cooperation of public archives,and summarizes the relevant foreign experience.The case analysis of cross-border cooperation among six public archives,including the central archives,shows that its specific practice has achieved corresponding results,which are mainly reflected in three aspects: itself,the public and other subjects.However,there are still problems such as the lag of legal regulation,the process of project management,the sustainability of activities,the comprehensiveness of results publicity and the differences of practice areas.Typical cases of cross-border cooperation in the United Kingdom,the United States,Canada,Australia and other countries show that they can provide foreign experience for reference in fund management,project management,platform management and brand management.Mastering the current situation of cross-border cooperation of public archives and summarizing foreign experience will help to put forward targeted and practical development strategies,and is an important basis for the follow-up path optimization.Finally,combined with theoretical support,overall cognition and specific practical analysis,this paper discusses the optimization path of cross-border cooperation of public archives from the four dimensions of legal regulation,subject responsibility,management operation and evaluation feedback.Among them,the design of legal regulation mainly includes the specific contents of laws and regulations,standards and norms and strategic planning;The main responsibility design can mainly define the roles and responsibilities of government departments,public archives and the "Third Department";Management and operation design can be elaborated from financing management,business innovation management,partnership management and case promotion management;Evaluation feedback design should focus on scientific analysis of practice from the aspects of subject,process,content and result.Optimizing the path of cross-border cooperation of public archives from different dimensions can provide a reference for the specific practice of current subjects.Generally speaking,at the theoretical level,the paper is conducive to endow public archives with new connotation of cross-border cooperation,enrich the existing research system,and promote the intersection and integration of archival disciplines and other disciplines;At the practical level,it helps to promote the transformation and development of archives,promote the practical
