| The world today is in a situation of "great change not seen in a century".Unsafe and unstable factors such as the COVID-19,terrorism,the Russian Ukrainian war,NATO’s eastward expansion and so on are constantly affecting the country’s development and stability.The country’s response to global security issues is unprecedented in complexity and difficulty.As the main "soft means" to fight against hostile forces,intelligence plays an important role in leading national security and guiding national development.But at present,there are still some deficiencies in our national intelligence work.The General Secretary Xi Jinping pointed out that "the excellent traditional Chinese culture is of great value in solving human problems,and the cultural essence with contemporary value and world significance should be refined and displayed."Basing on this point,in this dissertation,the authoranalyzes and refines the ideological essence contained in The Art of War,which is precisely to provide Chinese wisdom and Chinese programs for the operation guarantee mechanism of national intelligence work.On the basis of sorting out,summarizing and analyzing relevant research at home and abroad,the author defines the basic concepts and introduces the supporting theory,explains the idea of forming the research direction of the national intelligence operation guarantee price mechanism from the national intelligence operation guarantee value chain and the applicability of the thought of The Art of War to guide the construction of the national intelligence operation guarantee mechanism.Following the logical thinking of "setting up a framework—analyzing philosophy—building a mechanism",the author respectively constructs the information work cycle mechanism,the information talent selection and training mechanism,the information technology research and development and system innovation mechanism,and the information service platform construction mechanism,and then puts forward suggestions on the implementation of the national information work operation guarantee mechanism.The contents of each chapter are summarized as follows:The first chapter,as the research basis,clarifies the basic concepts of defining national intelligence work,ideological horizon,operational guarantee,mechanism,The Art of War and sample selection and introduces the strategic thought ofThe Art of War,Self-organizing Theory,Hermeneutics,GroundedTheory,MichaelPorter’s Value Chain Theory and other basic theories to lay the foundation for this study.The second chapter delimits the research direction,constructs the value chain of national intelligence operation guarantee according to MichaelPorter’s Value Chain Theory,clarifies the applicability of the philosophy of The Art of War to guide the national intelligence operation guarantee,and explains the value chain analysis direction under the guidance of the thought of The Art of Waron the basis of analyzing the deficiencies in the national intelligence operation guarantee.The main body of this study is from the third chapter to the sixth chapter.Basing on the value chain composed of the information work cycle,the selection and training of information talents,the research and development of information technology and institutional innovation,and the construction of information service platforms,theauthor interprets the relevant ideas of The Art of War by category to guide the construction of the operation guarantee mechanism of national intelligence work and puts forward suggestions for the implementation of the operation guarantee mechanism of national intelligence work.The seventh chapter is empirical research.and verifies the effectiveness and significance of the theoretical part of the research.Through this study,it is foundthat the thought of The Art of War plays an important role in guiding the construction of the operation guarantee mechanism of national intelligence work and is the source of thought and the root of culture. |
