A Study On The Model And Performance Of The Integration Between National Security Intelligence And Strategic Resilience

After General Secretary Xi Jinping proposed the significant theoretical proposition of the "overall national security concept",there are a series of important laws about national security of China promulgated successively,such as the Counterterrorism Law of the People's Republic of China,the State Security Law of the People's Republic of China,Cybersecurity Law of the People's Republic of China,all these further to interpretation,to enrich and to expand the connotation and extension of state security.As we know,the state security is the important premise of the security and stability,peace and development of our country,as well as national security intelligence plays the role of the detector,scout and consultant in state security.But national security intelligence is not enough to solve all problems of state security,especially in the area of non-traditional security issues and the unconventional emergency.The emergencies have become more frequent,and have impacts and harm to state security changing with the times,for instance,the global financial crisis of economic,Britain exiting from the EU and Trump won the U.S.presidential election,"lone wolf' terror attack,emergencies in production or operational management,earthquake and tsunami,etc.All these black swan---emergencies have resulted intelligence services to be more passiveness and omission,and bring more serious challenges.Just because national security intelligence has its limitation,and cannot cover all areas of the state security,while emergency management mainly works for provisionality and stress belatedly,and cannot effectively to solve emergencies.Therefore,strategic resilience should be attached to state security apart from national security intelligence,which plays vital functions by preparing,responding and dealing with various types of emergencies that probably threat to state security.National security intelligence and strategic resilience are both vital forces for the state security,and national security intelligence often serves strategic resilience as a supportive force in dealing with emergencies,there is the single support between them,or the former is embedded in emergency management system of the latter.However,the real cooperation is not formed between them in practice of the state security,namely,the long-term cooperative mechanism with integration effects between them has not been constructed.Based on the angle of the overall national security concept,this paper will achieve three goals.Firstly,the paper aims at state security and builds the integration model and operative mechanism of national security intelligence and strategic resilience.Based on the intelligence cycle model and the strategic resilience cycle model,the paper builds an integration model by tying the information chain or flow,decision flow,emergency flow and feed back flow,and combining the copetition and various effects between them.The paper also builds operational mechanism of furthering to integrate both sides.Secondly,according to the integration model,the paper elucidates two cases:they are the intelligence fusion center of the U.S.and the case of the attack on Iranian nuclear facilities,respectively.So,on the basis of these,the paper introduces the experience and lessons of them which should be learned from in the state security in our country,and puts forward strategies and recommendations of merging national security intelligence and strategic resilience together.In the end,this study successively establishes the performance index system,the index weight system and the system of evaluation criteria by using the Delphi method and the method of fuzzy comprehensive evaluation.The aim is to provide the performance evaluation tool to determine the performance level of integration between national security intelligence and strategic resilience.The performance evaluation system is applied into the practice and achieves the expectation.The paper is divided into 5 sections.Section 1 comprises the introduction and literature review of the paper.It mainly presents research background for this study,and then introduces the research goals,research significance,research design,research methods,research framework and research innovation points,etc,This paper reviews and summarizes the current research situations of national security intelligence and strategic resilience,and then,the paper analyzes the deficiency of these researches and draws forth the theme that this paper focuses on or is going to solve.Section 2 studies the theory of the integration between national security intelligence and strategic resilience.The goal of this section is to provide the theoretical basis for Chapter 4 that mainly builds the integration model between them,and Chapter 6-which is about constructing the evaluation system of the integration performance.In the first place,the study systematically expounds the theory of national security intelligence from those aspects of the concepts and characteristics,framework and principles,practice and evaluation,etc.In the state security system,national security intelligence is the activated knowledge,which plays the role of the detector,scout and consultant.National security intelligence is equal to a spear for state security.And then,with help of Bibcomb software and the method of text analysis,this paper induces,analyzes and condenses the theoretical framework of strategic resilience in a general sense,based on the previous multidisciplinary studies.In the state security system,strategic resilience is an activated capacity,and equal to the shield for state security.Once more,the paper analyzes the model and process of response to emergencies,and develops the relationships among emergency management,intelligence and resilience.Eventually,based on the theory of the overall national security concept,this paper concludes that national security intelligence and strategic resilience are both fundamental capacities of state security.And the coopetition relationship is demonstrated from the methods of resource allocation optimization and repeated game.Section 3 builds the integration model between national security intelligence and strategic resilience,and introduces two cases study.This section consists of four topics.Firstly,the paper explores various fusion effects between them from the view of social-physics and management,including complementary effect,conjugation effect,symbiotic effect and resonance effect,these fusion effects also lay the foundation of fusion between them.Secondly,the paper builds the model of national security intelligence and strategic resilience from the framework and functions of state security,the integration model also includes the theoretical basis,the integration impetus,principles,elements and processes,etc.Thirdly,the paper mainly analyzes the problems about operational mechanism of the integration between them,from the integration process and how to promote integrating in order to realize the goal of state security.These mechanisms incorporate the mechanism of sharing and cooperation,the mechanism of forewarning and precaution,the mechanism of collaboration and interaction,the mechanism of stimulation and safeguard,etc.Finally,taking for examples which are the cases of intelligence fusion centers in the U.S.and the attack of Iranian nuclear plants,the analysis also demonstrates the importance and necessities of the integration.So we can learn from those which remind us that should strengthen to further the integration between national security intelligence and strategic resilience in different areas of our state security,such as counterterrorism,information security,smart cities building and the resilience of state strategies.This section also points out that the integration is the oughtness and inevitability to build the state security system in our country.Section 4 develops of a performance evaluation system for the integration between national security intelligence and strategic resilience.This section mainly works out three things.Firstly,in the practice of state security,which aspects should investigate the integration effects between national security intelligence and strategic resilience of,that means what content includes the performance evaluation system?The second thing is the way to weigh these performance indexes in the integration between national security intelligence and strategic resilience.And the third is the way how to judge which level the integration performance of them achieves.These questions are associated with the performance index system,the index weight system and the system of evaluation criteria for the integration.To answer these questions,the paper tentatively confirms the framework of an index system for the integration between national security intelligence and strategic resilience by means of normative research and the discussion with experts Then,the paper determines the performance index system and the index weigh system,and determines the performance evaluation basis and evaluation rating according to the quantization characteristic or qualitative range of every index.So the evaluation tool is provided for evaluating the integration performance between national security intelligence and strategic resilience.In the end,this study chooses K city of the Xinjiang Uygur Autonomous Region as the evaluation object to practice,the feedback shows that the results are mainly consistent with the reality of K city.Section 5 is the summary of the paper.This section mainly summaries and tease out the research points,and analyzes the shortcomings of this study.This section also states briefly the research directions and research paths in the future.
