Research On Cyber Security Intelligence Work And Countermeasures Under The Overall National Security Concept

National security is the most basic and important prerequisite for the survival and development of the country.The new era not only calls for a new concept of development and reform,but also a new concept of security.On April 15,2014,General Secretary Xi first proposed the strategic concept of overall national security concept.With the deepening of the application of network technology,the network has been closely linked with the national economy,politics,culture and national defense.Cyber security has become a key link in national security in the new era.At the same time,information science is also facing new opportunities for development.Intelligence work is indispensable for every nation,and it plays an important role in the history of human society development.Nowadays,the issue of cyber security has become one of the major practical issues of great concern in today's society.The improvement of cyber security capability requires unified planning,overall promotion and joint implementation.From the point of view of information science,information work plays a very important role in solving the problem of cyber security.This paper consists of five parts.The opening part mainly expounds the background and significance of the topic selection,finalizes the research framework and research methods of the thesis,and introduces the innovation of the thesis.The first part briefly summarizes the overall national security concept,cyber security,knowledge and concepts related to intelligence work,and the status quo of research at home and abroad.The second part discusses the six important cyber security issues,including network space problem under the rule of law,national sovereignty issue,the key information network infrastructure,cyber security audit problems,cyber security awareness education,and network space cooperation problems.The third part starts from the analysis of the status quo,and thoroughly analyzes the threats that China's cybersecurity intelligence work may face.Based on this,combined with Qian Xuesen's theory of intelligence work theory,the intelligence work is involved in the research of important issues of China's cyber security.The fourth part analyzes the intelligence work practices of the United States and Russia in the field of cyber security from the three levels of policy and regulation,organization mechanism and talent construction,and compares their similarities and differences,as a reference for experience.The fifth part puts forward the countermeasures and suggestions for cybersecurity intelligence work in China.On the basis of in-depth study of intelligence work in the field of cyber security at home and abroad,it provides some suggestions and strategic ideas for China's cybersecurity intelligence work.The research contributions of this paper are as follows:(1)This paper looks at the cybersecurity problem from the perspective of intelligence.As a new way of analyzing and solving cybersecurity problems,it helps to promote the research of intelligence work in the field of cyber security,and for the return of intelligence functions and intelligence work in China.(2)Based on the guidance of the overall national security concept,this paper elaborates on six important issues of cybersecurity in China.Based on Qian Xuesen's intelligence work thoughts,this paper studies the content of cybersecurity intelligence work.This is a new direction worth exploring.(3)The problem of cyber security in this paper is no longer just to propose countermeasures from the perspective of social governance,but to consider the national security and the transformation of comprehensive intelligence work,put forward the countermeasures in the cybersecurity intelligence work,and help enrich the country safety theory.
