Research On US National Intelligence Strategy Based On Text Analysi

The current international situation is changing,and as intelligence is an essential part of safeguarding national security,systematic planning of intelligence work is of great value.The U.S.National Intelligence Strategy is an overall plan and guide for intelligence reform and the direction of intelligence work in the U.S.in response to the rapidly changing international situation and ever-complex threats.By combing through the four versions of the intelligence strategy issued by the three U.S.administrations,this paper understands the characteristics and differences,evolution,and prediction of the strategy.It helps to understand the transformation of U.S.intelligence work and intelligence reform from a systematic level and reasons.In this paper,we first conducted a word frequency analysis of the strategy text using ROSTCM 6.0,and discussed the orientation and focus of the three administrations on intelligence work.Secondly,we manually coded the strategy text sentence by sentence using NVivo12 plus and used the number of nodes of the strategy and the coding matrix to gain insight into the content of the strategy text and analyze the coverage of each dimension of the strategy content,and finally,conclusions were drawn by comparing each analysis dimension in the four versions of the strategy.The comparative analysis reveals commonalities and differences in the intelligence reforms and goals of each version of the U.S.National Intelligence Strategy.All four versions of the strategy provide mission goals,capability goals,and visions for the intelligence community’s work and reforms,but differ in the tilting of resources and specific implementation actions,and the effects produced by the basic strategies differ.Finally,the common issues of the four versions of intelligence strategies are described using semantic network diagrams and strategic frameworks,and the future strategic directions are predicted and several suggestions are made for our country.This paper studies the U.S.National Intelligence Strategy from a systematic perspective,proposes the U.S.National Intelligence Strategy system,codes the four editions of the strategy sentence by sentence,constructs the framework of the National Intelligence Strategy,predicts the future trends and directions of the National Intelligence Strategy based on each edition of the strategy and each administration’s national security strategy,and provides references for the formulation of China’s National Intelligence Strategy and related research.
