Employment is the foundation of people’s livelihood and the cornerstone of maintaining social stability.Over the past 40 years of reform and opening up,with the transformation of the main contradictions in China’s social development in the new era,achieving high-quality employment has become an important grasp to break through the difficulties of economic structural transformation,promote high-quality economic development and achieve common prosperity.From the proposal of "creating equal employment opportunities and improving the quality of employment’ in the outline of the Twelfth Five Year Plan for national economic and social development in 2011,to the proposal of "achieving higher quality employment" in the report of the 18th National Congress of the Communist Party of China,to the explicit statement of "adhering to the employment priority strategy and the active employment policy to achieve higher quality and fuller employment" in the report of the 19th National Congress of the Communist Party of China,high-quality employment has been given special emphasis,It has also been endowed with new era connotation.Since the new century,with the rapid development of the Internet and the popularization of information and communication technology,human society has entered the era of "digital economy" after "agricultural economy" and "industrial economy".Digital economy takes data and information as important production factors,and uses digital technology to cross integrate with different economic forms,especially the deep integration of new digital technologies such as industrial Internet,artificial intelligence,big data and cloud computing with the real economy,which makes the application of new business forms,new organizations and new models release infinite potential and gradually become a new engine to promote high-quality employment.The development of digital economy provides opportunities and challenges for workers to achieve high-quality employment.Therefore,this paper attempts to explore the impact of the digital economy on the high-quality employment of workers from both theoretical and empirical levels,so as to promote the high-quality economic development of society.It can be summarized into three aspects:(1)what impact does the digital economy have on the high-quality employment of workers?(2)What is the theoretical basis and mechanism of the impact of the digital economy on the high-quality employment of workers?(3)In real life,has the impact of the digital economy on the high-quality employment of workers produced the effect in the theoretical model,and whether there are demographic characteristics,industrial characteristics,industrial characteristics,regional characteristics and other heterogeneous characteristics?First,I answered the first question by combing the relevant classical literature at home and abroad and analyzing the visual statistical chart.First,through reading the classic literature,we can see that the existing literature on the digital economy and the high-quality employment of workers mostly focuses on qualitative or quantitative research at the macro provincial level.Although there is also a logical relationship between the digital economy and the high-quality employment of workers,there is a lack of specific theory about it.Second,from the visual statistical analysis chart,it can be seen that under the background of the digital economy,the employment proportion of workers has been increasing as a whole,the working income level has been increasing,and the working efficiency has been improving.However,there are also high-quality employment development difficulties such as more prominent structural contradictions in workers’ employment,difficult definition of labor relations,unstable work,damage to work rights and interests,and imperfect social security.Therefore,based on the comprehensive analysis of the development dilemma of high-quality employment of workers,this paper constructs a high-quality employment index system from the micro level of workers,including workers’ job satisfaction,working time,working income,working rights and interests and social security,in order to improve the accuracy of the research.Secondly,the second question is answered at the level of theoretical analysis.First,based on the production function theory and asimoglu’s theory of modern economic growth and the medium task allocation theory model,it deduces two channels through which the digital economy affects the employment of workers:the creation effect and the inhibition effect.Second,it analyzes the impact mechanism of the digital economy on the high-quality employment of workers.The sub effects of the creation effect are:matching and upgrading effect,scale creation effect and productivity effect.The sub effects of the inhibition effect are substitution crowding out effect and distribution polarization effect.The development of the digital economy affects the job satisfaction,work income,work time,work rights and interests and social security of workers’ high-quality employment through matching and upgrading effect,scale creation effect,productivity effect,substitution and crowding out effect and distribution polarization effect.Then,the third question is answered at the level of empirical research.Based on the tracking survey data of Chinese families released by the China Social Sciences investigation center of Peking University in 2016,2018 and 2020,this paper empirically tested the scientificity of the theoretical analysis results by using fixed effect model,probit model,logit model,PSM propensity matching score method model,etc.The following innovative conclusions are drawn:(1)the digital economy has a significant positive impact on workers’ job satisfaction,and working income in high-quality employment,but has a negative impact on workers’ working hours,work rights and social security.At the same time,workers with different demographic characteristics,different industrial characteristics,different industrial characteristics and different regional characteristics show heterogeneity in the process of achieving high-quality employment.(2)Through empirical research on the impact mechanism of the digital economy on the high-quality employment of workers,it is found that the digital economy improves the job satisfaction of workers through the matching and upgrading effect,increases the working income of workers through the scale creation effect,shortens the working hours of workers through the productivity effect,and reduces the working rights and interests of workers through the substitution and crowding out effect,It reduces the social security of workers through the distribution polarization effect.Finally,on the basis of combining the results of theoretical and empirical analysis with the realistic dilemma of high-quality employment in China,this paper puts forward targeted policy recommendations to accelerate the construction of social security relations that adapt to the digital economy,improve the social security system,innovate social security methods,protect workers’ work rights and interests,and continue to promote the development and construction of the digital economy,so as to achieve the social goal of high-quality employment of workers. |
