The structural transformation from "rural China" to "urban China" has brought about a high concentration of urban population and rapid mobility.Urban communities are characterized as "stranger societies",where a group of strangers without social ties live in a relatively closed spatial field,which easily leads to complex conflicts and multiple contradictions,making urban community governance fall into a "dysfunctional" dilemma.Based on the main lineage of "urban community governance",this paper uses "community consultation" as a governance concept and embedding method to explore the "joint participation of multiple subjects in public affairs" as a social linkage,and to explore the"joint participation of multiple subjects in public affairs" as a social linkage.This paper explores the use of "community consultation" as a governance concept and embedding method,and explores the use of "joint participation of multiple subjects in public affairs"as a social linkage to achieve community conflict resolution and multiple interest adjustment,and then build an urban community governance community.The urban community governance community is a kind of collaborative governance form with the strategic orientation of "integrating development and security",the organizational leadership of grassroots party building to promote the relationship of multiple subjects,the spiritual consciousness of respecting individual autonomy to cultivate a sense of community belonging,and the participation of multiple subjects through consultation and democracy,which has the ability to utilize both the concept and action of "It will become the innovative direction and constructive logic of future urban community governance.In the research process,we try to answer the following four major questions:the conceptual origin of urban community governance community,the logic of urban community governance community,the logic of urban community governance community construction,and the action path of urban community governance community.This paper also focuses on these four modules.Based on theories of community theory,social conflict theory and consultative democracy theory,the explanatory idea of "network-interconstruction-identity" is proposed.The logic of "two-way mutual construction" is used to realize the organic development of various subjects in the community field,especially the cultivation of endogenous power in the community;the "value logic" of public rationality is used to promote the democratic consultation and collective action of multiple subjects,seek to resolve differences and reconcile conflicts,and then realize "social unity".The "value logic" of public rationality promotes democratic negotiation and collective action of multiple subjects,seeks to resolve differences and reconcile conflicts,and thus achieves "social solidarity",which further stimulates the cultivation of community publicness and the construction of community identity.At present,communities in major cities in China have carried out micro actions of governance innovation.This paper selects samples of governance community innovation in different types of communities in different cities to give life narratives and gain insights into the governance models of different types of communities.Based on the vertical system level,the community consultation model is divided into "top-down" "leading" consultation and "bottom-up" "feedback" consultation."Based on the horizontal system level,the community consultation model is divided into "inner-loop" consultation in which internal subjects interact with each other and "influence" consultation in which internal and external resonance is achieved.The two models of community consultation are"inner-loop" consultation with internal and external resonance and "influence-based"consultation.This paper concludes that the representation of "stranger society" in urban community space faces governance dilemmas,especially the multi-dimensional conflicts caused by power,interests,rights and culture in urban community space are intensifying.However,there are still some shortcomings,such as the alienation of thinking under the orientation of instrumental rationality,distortion of governance image due to technological embedding,blurring of governance boundary,and expansion of hierarchy.To solve the "dilemma" of urban community governance in China,we must effectively resolve the contradictions between order and flexibility,autonomy and hierarchy,and unidirectional management and pluralistic governance in the field of grassroots governance.We should shape the public spirit and public literacy of community residents,promote the decision-making and implementation of public affairs in the community through democratic consultation and rational compromise,and strengthen the foundation of community autonomy and governance effectiveness through effective participation and multi-dimensional supervision.Urban community governance community is the organic combination and unification of the innovative practice of urban community governance and the warm connotation of community,which can be regarded as the "simple governance" of the community in the context of post-industrial society,that is,to achieve flexible,effective and long-term stability of community governance with lower cost investment.Different types of urban communities can build adaptive governance communities based on their resource endowments,endogenous strengths,respect for community autonomy,and public spirit.This paper explains the emergence logic and theoretical construction of community governance community from the state of contingency,based on the sense of self-ownership of community residents and their enthusiastic participation in community public affairs,to build community governance community and create a community action pattern of co-construction,co-rule and sharing,so as to escape the shackles of "Olsen’s dilemma".In the real urban community field,to promote community governance innovation and community governance community construction,we should grasp its action direction from the following aspects.First,the core leadership function of community party organizations should be brought into play.Party leadership is a strong organizational guarantee to promote urban community governance,and party leadership can realize the organizational integration and resource aggregation of multiple subjects in the urban community field.Second,to promote the reform of grassroots administrative system,based on the reform of"management and service" to promote the construction of "service-oriented government",to create a simple and efficient grassroots management system.Third,promote the construction of professional social organizations.Promote the diversification and refinement of community public services to meet the demands of community residents.Finally,based on the rule of law and technology empowerment,promote the level of community rule of law and information technology. |
