A Study Of The Governance Of China’s Urban Communities From The Perspective Of Democratic Consultation At The Community Level

Deliberative democracy theory originated in the west,is a new mode of discourse democracy.The citizens who have the right of equality and freedom to seek the common interests of the subject of consultation through rational mutual consultation,to achieve the change of preferences,and finally reach a consensus.The core value proposition is highly consistent with the development goals of the grass-roots governance in china.Therefore,it is necessary and feasible to apply the model of democratic consultation to the practice of community governance in our country.Eighteen report clearly put forward to promote the development of "deliberative democracy extensive multi institutionalization,emphasize" uphold and improve the system of multi-party cooperation and political consultation under the leadership of the Communist Party "Chinese,as our country city community carrying management and the basic unit of social interest coordination,is a microcosm of society as a whole.In recent years,grassroots democracy has been expanding and the people’s material and cultural life has improved significantly.In today’s society has become increasingly diverse,within the community,different cultural background and social status of the people gathered together,the lack of communication and exchanges necessary,because of interests,resources and location and other aspects of the community,contradictions and conflicts inevitably affects the stability and harmony of the community.Community democratic consultation is an effective way to resolve these contradictions and conflicts,through democratic consultation mechanism,can fully mobilize various subjects of community,through dialogue and consultation platform,rational communication and communication,in order to solve the problem of the formation of consensus,to promote the harmonious development of the community.In this paper,the combination of deliberative democracy and urban community governance,the use of empirical research methods to analyze the democratic governance of Huashan Street Community in Kunming.The author tries to make objective and accurate analysis by means of personal participation,investigation,questionnaire investigation and theoretical knowledge.To carry out the Democratic deliberative governance,from four aspects:the government,the community,the residents and the author puts forward his own views on how to improve the strategies of democratic consultation in Huashan street community.
