Study On Community Governance Of Ningjiang Community,Chengdu

According to the Report of the 19 th National Congress of the Communist Party of China,it is necessary to build the community governance model based on collaboration,participation,and common gains,and fully mobilize the power of the grass-roots to develop community well.It is also critical to give full play to the advantages of Party organization mobilization,community-level foundation,civil participation,and overall coordinated management in guiding grass-roots social governance led by Party Construction,and take full responsibility in serving residents.The thesis selects the model of Management Based on Community of Ningjiang community in Chengdu as a case study,analyzing the relevant practices and innovations of the Management Based on Community Model in this community under the analytical framework of coordination,participatory consultation,and common community culture cultivation,which demonstrates certain theoretical and practical significance.Basing on a literature review on community governance,relevant research achievements and successful practices on community governance in China and outside China are sorted out,and the core concepts relevant to Community Governance are defined.Then literature analysis method,structured interview method and case study method are used in illustrating the features of community governance from the perspectives of community governance theory,deliberative democracy theory and social capital theory.Then one-by-one structured interviews are conducted among community staff and residents in Ningjiang community to further understand the real situation of the Management Based on Community Model.The practices on how to tentatively build The 1+2+3 Working System,how to orient The Three Lines Model and how to develop the resident-friendly community are discussed in the research.By studying the case of the Management Based on Community Model of Ningjiang community in Chengdu,this thesis draws the following conclusions.Firstly,analyzing the overall coordination mechanism is conductive to strengthen the leading role of Party construction in community governance,and form the integrated development pattern of governance multi-subjects.Secondly,analyzing the participatory consultation mechanism,which is the demonstration for the residents’ role,the important way for residents to participate in democratic politics,and the power resource to mobilize the residents’ participation enthusiasm,contributes to further expand the residents’ participation in political democratic decision-making,supervision and management in community governance.Thirdly,analyzing the community culture cultivation mechanism helps to improve the awareness and ability of residents to participate in community public affairs,and develop the common community cultural and spiritual atmosphere as well as the mutual supports and friendly consultation between residents.
