Research On The Practice And Optimization Path Of Urban Community Consultation Action Under Holistic Governance

Community consultation is an important part of the grass-roots consultation system.Under the new era background,community consultation has been endowed with new important connotation.The discussion on social governance system in the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China puts forward a bright way for grassroots community governance,integrating consultation and governance.By promoting community consultation,the focus of grassroots governance can be further moved down and the community can be co-built,co-governed and shared.Beijing has taken strong steps in community consultation in combination with the work direction of urban grassroots governance innovation.From 2016 to 2021,Beijing introduced a number of policies to promote the construction of community council halls,taking them as a starting point to promote community governance reform.Based on the 2021 Council Hall project of Beijing,this paper takes the practice of Haidian District as an example,deconstructs the practice of all 16 demonstration sites of community council halls in Haidian District,visits and surveys demonstration sites of council halls,and conducts questionnaires and in-depth interviews with four types of subjects,including leaders of demonstration sites,participants,relevant government leaders of the project and third-party evaluation experts.This paper reveals the action logic of current urban community consultation,and finds that this practice faces three key action dilemmas of "participation dilemma,process dilemma and development dilemma" in the process of practice,which mainly contains three deep reasons of "subject,process and environment".Therefore,under the guidance of the holistic governance theory,this paper puts forward an optimal path to promote community consultation.By means of value integration,mechanism integration and resource integration,idea-oriented revision promotes coordination of consultation actions,institutional environment improvement promotes restructuring of consultation structure,and interactive process integration builds consultation network,so as to effectively improve the effectiveness of community consultation.
