Grassroots governance is the foundation stone of state governance,and it is also the core of social governance.Raising the efficiency of grassroots governance is a key point in the modernization of government Community consultation governance emphasizes the basic ways and means of governance at the grassroots level,resolves social conflicts and builds social bonds through "good consultation",In this way,it will be supportive of democratic development.The city community is one of the most important parts in the basic consulting work,and it has a significant meaning for resolving the actual problems and problems of citizens resolve the conflicts between neighbors,maintain social harmony and stability,and promote the orderly development of grassroots democracy.Among them,consultation,as an institutionalized channel for the masses to participate in community governance,is a platform for the mutual influence between the good government and society,and also an important guarantee for improving the efficiency of government governance.In recent years,the governance model and structure of grassroots democratic consultation governance have been continuously optimized,the functional scope has been gradually expanded,and the construction of institutional platforms has become more mature.Urban grassroots consultation governance has formed a relatively effective interest integration mechanism,and the government and the public have expanded the channels of consultation and dialogue,with remarkable results of consultation.Based on the theory of deliberative democracy,Xi Jin Ping Community governance Theory and Governance theory with Chinese Characteristics in the New era and the theory of governance,and relying on the typical practice cases of consultative governance in the national community governance service innovation experimental area,the research method is content analysis.At the same time,through the study of the effectiveness of community consultative governance,the evaluation of the implementation effect of consultative governance is taken as the index system,and four dimensions are constructed.There are four dimensions: subject,content,form and platform.Explore whether the innovation experimental area meets the requirements of four dimensions of "comprehensive subject,rich content,diversified form and complete platform" in the form of consultation governance.On the whole,the consultative governance practice in the national innovation service experiment zone has basically achieved the value pursuit of consultative democracy,that is,it has promoted democratic consultation of multiple subjects and achieved the richness of the consultation content.The consultation forms are relatively diverse,a complete consultation platform has been established,and the consultation implementation effect is good.However,there are still some problems in the public participation in our country.For example,the coverage of subject participation is slightly insufficient,the standard of public participation is not clear,the form lacks innovation and richness,and the atmosphere in the negotiation process is not active enough.Finally,in order to promote the perfection and maturity of the form of consultation governance,it proposed the improvement path of consultation governance,such as expanding the main participation of residents,improving the form of consultation,and building multiple consultation platforms.
