Research On The Operational Mechanism Of Urban Community Governance Community

Currently,community governance communities have become a hot topic of common concern for theoretical research and practical departments.The research results on how to build a community governance community are increasing,and practical explorations on community governance communities are also emerging in various regions.However,it can be found that there is room for further expansion and integration of theoretical research and practical exploration: on the one hand,theoretical research on community governance communities is difficult to apply in practice;On the other hand,many practical explorations related to community governance communities in various regions have not yet received widespread attention from the theoretical community,and the promotion of practical achievements is insufficient.Even with the interactive results of the two-the practical experience summary report-it is only an objective description of the exploration of community governance community,with little further theoretical innovation and knowledge reproduction.That is to say,the theoretical research on community governance communities has shown a rapid growth in recent years,but overall,there are more normative construction studies,and there are relatively few exploratory and predictive studies combined with practice at a deeper level;In practice,the construction of community governance communities is increasingly valued by the Party and government,and practical achievements are constantly emerging in various regions.However,there are relatively few in-depth analyses and discussions on it at the theoretical level.In combination with the theme of this study,that is,there is still room for further in-depth discussion on the operation mechanism of community governance community.It is believed that effective summary and analysis or Deductive reasoning combined with practical cases can make some practical experience rise to a model operation mechanism for promotion.’Chuangshu’ is such a research topic that urgently needs theoretical summary and promotion.As a practical form of urban community governance community,"Chuangshu" demonstrates significant comparative advantages in achieving and promoting the formation and development of community governance communities."Chuangshu" has been promoted throughout the N district of F city,with significant results.Many difficult and painful issues in community governance have been easily solved here.In view of this,this paper uses the method of Field research to systematically sort out and analyze the "maturity creation" work in N District of F City,and deduces it by combining it with the classic "structure action" framework of sociology,trying to find,summarize,and build and improve a model of community governance community operating mechanism.The essence and core of "Chuangshu" is to activate and integrate various existing resources and elements of community governance,achieve effective governance of community public affairs,and promote the formation and development of community governance communities.As an analytical tool,the "structure action" framework is more in line with the "creation maturity" working mechanism,and has adaptability for deconstructing the operational mechanism of community governance communities.The construction of a community governance community is essentially a two-way construction process between the community governance structure system and the actions of community entities.In this process,behaviors such as interest trading and emotional identification occur in a staggered manner,and the community governance structure system is constantly undergoing differentiation and evolution."Chuangshu",as a lubricant and adhesive,"shuttles through",jointly deducing a realistic activity scene of community governance.It can be seen that classic sociological and Social psychology theories,such as social community theory,emotional governance theory,Social identity theory,social capital theory,have become the Effective theory basis for dialysis of community governance community operating mechanism.In short,research on the operational mechanism of community governance communities clearly cannot do without the theoretical intervention and academic support of sociology.Sociology can make its own professional contributions to promoting the theoretical research and practical progress of community governance communities,and can play the theoretical construction advantages and disciplinary research contributions of sociology for the promotion of "creating mature" practices nationwide.This study found:First,the“structure-action” framework for community governance community has a strong explanatory power,but also more consistent with the“creating an acquaintance community” working mechanism.There is a“two-way construction”function between the community governance structure and the community action subject,and the resource structure and the rule structure of the community are interactive.On the one hand,the governance structure has the shaping and restricting function to the actors,which makes the actors form the community community consciousness,produce the community common benefit view and move towards the cooperation gradually in the behavior choice,on the other hand,the main body action has the feedback and the reshaping function to the governance structure,through the action’s reinforcement compels the transformation of the traditional backward governance structure,finally,it constructs a series of community systems,rules and policy norms which are suitable for the community governance community.Therefore,the“structure-action” framework is suitable for the analysis of community governance community.Secondly,The“creating an acquaintance community” is an effective way to realize community governance community.Compared with the macro-management affairs at the national level and the middle-level management affairs at the local government level,the community affairs are the most basic micro-governance tasks,and the lack of governance resources is the normal state.How to achieve the goal of governance in the complicated community governance affairs is a difficult problem in front of the grass-roots governance.The work of“creating an acquaintance community”is carried out by strengthening the guidance of party construction,sharing public interests,optimizing the governance structure,guiding the participation of the masses and innovating working methods,it solves many problems such as premise,core,foundation,key and so on which the community governance community depends,so it is an effective way to realize the community governance community.In short,the process and mechanism of“creating an acquaintance community” is: to activate the resources of community governance as a grasp,and as a series of“rules” and“action”link,so as to adjust the elements of community governance structure,integrate the main action strategy,so as to achieve effective governance of community public affairs.Thirdly,the effective implementation of "creating maturity" work follows an adaptable "governance community" logical chain,namely the "emotion interest organization destiny" mechanism framework.This framework effectively connects the interactive relationship between "structure and action" and "resource structure and rule structure",forming a logical mainline of community resource structures such as emotions,interests,organizations,culture,etc.,and cultivating emotional communication The operational model or landscape of a community governance community with a content system consisting of action strategies such as resolving conflicts of interest,co governance through subject cooperation,shaping ideology and culture,and corresponding structured mechanisms such as emotional connection,interest collaboration,organizational guarantee,and cultural guidance.Specifically,firstly,breaking the governance deadlock through the construction of emotional communities and establishing the psychological foundation of community communities.Secondly,through the construction of a community of interests,we aim to maximize the public interests of the community and consolidate and enhance the material foundation for the construction of a community of emotions.Once again,by establishing and improving community governance structures through organizational co construction(i.e.organizational community building),we can establish a solid organizational and social foundation for emotional and interest communities.Finally,on the basis of emotions,interests,and organizational communities,we aim to transform the concept of community governance and elevate its spirit,forming a community of interdependent and shared future for community governance,and leading the construction process of community governance at a higher level.The academic contribution of this study lies in: firstly,incorporating the "Chuangshu" work as an innovative practice of community governance into the perspective of academic research,conducting thematic discussions on it,and playing a certain role in promoting and applying the "Chuangshu" model nationwide.The second is to draw on the "structure action" framework and construct a "structure action" interaction model for community governance communities,expanding the research perspective of community governance communities and enriching the application fields of the "structure action" analysis framework.The third is to propose a community governance community operation mechanism of "emotion interest organization destiny",deconstructing the "black box" of community governance community,providing a certain theoretical basis and ideological inspiration for further deepening the theoretical research and practical application of community governance community.Of course,there are also some shortcomings in this study.Due to limited data collection and limitations in existing literature support,especially the "creation of maturity".
