| The high-quality development of the Yangtze River Economic Belt has become a major development strategy of China.As the most important inland river economic belt,it gathers more than 40% of China’s population and economy.However,behind the rapid economic growth and accelerated industrial agglomeration of the Yangtze River Economic Belt,the problems of resource consumption and environmental pollution have become increasingly prominent.The ecological deterioration and functional degradation of the Yangtze River basin have attracted extensive attention from governments at all levels and the public."Green water and mountains are golden mountains and silver mountains" has also become the basic concept and action guide for high-quality development of the Yangtze River Economic Belt.The paper aims to clarify the internal environmental regulation,industrial transfer and ecological efficiency differentiation of the Yangtze River Economic Belt,and clarify the internal correlation,mechanism and basic laws among the three,so as to provide innovative,valuable and operable policy recommendations for achieving high-quality development of the Yangtze River Economic Belt.On the basis of carefully combing the theoretical development context and academic research frontier of environmental regulation and industrial transfer at home and abroad,the paper measures the intensity of environmental regulation from two aspects: single indicator and classification;The scale of industry transfer,the scale of pollution industry transfer,and the index of industry transfer are measured by the deviation share analysis method;To investigate the basic situation of the ecological environment of the Yangtze River Economic Belt from the data indicators such as water consumption and wastewater discharge,energy consumption and exhaust emissions,the SE-SBM model considering undesirable output is used to measure the ecological efficiency of the Yangtze River Economic Belt,and its spatial correlation is measured through the global and local Moran indexes;Linear and nonlinear models are used to test the direct impact of environmental regulation and industrial transfer on the ecological efficiency of the Yangtze River Economic Belt;Finally,the Markov process is used to depict the industrial transfer,and the matrix analysis technology is used to assist the design of Monte Carlo simulation for regression fitting to explore how environmental regulation indirectly affects ecological efficiency by promoting industrial transfer.It is found that domestic and foreign experts and scholars have made many explorations and empirical analyses in the measurement of environmental regulation,the definition of industrial transfer,and the measurement of ecological efficiency,but they have failed to accurately grasp how environmental regulation affects ecological efficiency through industrial transfer,and the key role of local governments in this process;Environmental regulation has been substantially strengthened at the level of the Yangtze River Economic Belt,but there are great differences in the intensity of environmental regulation or the use of policy tools in different regions;Jiangsu,Zhejiang,Shanghai and other eastern coastal provinces and cities as a whole showed industrial transfer,and the pollution industry did indeed move upstream to less developed provinces and cities with weak environmental regulations,but the pollution industry transfer index showed a downward trend;The ecological efficiency of the Yangtze River Economic Belt shows spatial differentiation.The ecological efficiency of Jiangsu,Zhejiang,Shanghai,Chongqing and other provinces and cities is good.The ecological efficiency shows significant positive spatial correlation in most years,which is consistent with the economic development stages of these provinces and cities and also conforms to the environmental Kuznets curve theory;The positive relationship between environmental regulation and ecological efficiency is reflected in the cumulative impact over a period of time,while the immediate impact is negative;To some extent,the negative relationship between industrial transfer and ecological efficiency shows that the proportion of heavy pollution industries transferred during industrial transfer is relatively large.Although it can improve the ecological efficiency of the transfer area,it brings greater ecological environmental pressure to the transfer area.Industrial transfer can improve the ecological efficiency of the Yangtze River Economic Belt as a whole;the cumulative value of industrial transfer among regions of the Yangtze River Economic Belt is affected by the relative strength of environmental regulation and whether regions are adjacent.The strength of environmental regulation directly affects industrial transfer and indirectly drives the improvement of ecological efficiency of the Yangtze River Economic Belt.In view of the above conclusions,the paper believes that we should adhere to green development and coordinated development,take into account the reality of unbalanced and insufficient development within the Yangtze River Economic Belt,the limited inter regional environmental capacity,and the vulnerability of ecological carrying capacity,select appropriate environmental regulation policy tools,and formulate appropriate environmental regulations based on local conditions;Pay attention to the active cooperation in the internal environmental governance of the Yangtze River Economic Belt,promote the coordination and cooperation of the industrial development of the Yangtze River Economic Belt at a higher level,guide the orderly transfer of labor-intensive or resource intensive industries to the middle and upper reaches,and resolutely stop and scientifically prevent the inter regional transfer of pollution intensive industries;Guide the transformation and upgrading of polluting enterprises and green technology innovation,conduct joint technology research and development and sharing within the Yangtze River Economic Belt,and encourage the development of clean industries and the transformation of polluting industries in different places;We will improve the ecological environment assessment mechanism for local governments,change the promotion mechanism for local officials,and promote the ecological environment audit system for outgoing officials. |
