Research On The Impact Of Environmental Regulation On Inter-regional Division Of Labor In Industrial Chain

Since the reform and opening up,the comprehensive strength of the Yangtze River Economic Belt has become stronger and stronger.The Yangtze River Economic Belt has strong potential of domestic demand and significant advantages of industrial transfer and division of labor.As a pollution-intensive industry,chemical industry is also the basic industry of the industrial economy of the Yangtze River Economic Belt.In view of the arduous task of environmental pollution control and industrial chain transformation and upgrading in the chemical industry in the Yangtze River Economic Belt and the pressure of regional division of labor and cooperative development,it is necessary to implement appropriate environmental regulations.It is of great academic and practical value to discuss whether there is an inevitable internal relation between the intensity of environmental regulation and the development of inter-regional division of labor in the industrial chain and whether environmental regulation has become a factor restricting the inter-regional division of labor in the chemical industry in the Yangtze River Economic Belt.The research content of this paper is divided into six parts.The first part is the introduction,which expounds the background and significance of the research,introduces the main contents and basic framework of the research,and proposes the research methods and innovative points.The second part is the research review and theoretical basis,combing the domestic and foreign research literature and literature review,introduced the relevant concepts and theories.The third part is the analysis of the current situation.Based on the data characteristics of the chemical industry and environmental regulation in the Yangtze River Economic Belt in recent years,the preliminary comparative analysis of the industrial chain division of chemical industry in the Yangtze River Economic Belt and the environmental pollution and treatment in the Yangtze River Economic Belt in terms of time and space is conducted.The fourth part is the theoretical research,which starts from the action mechanism and theoretical model to carry out the research,puts forward the research hypothesis,and analyzes the influencing factors.The fifth part is the empirical research.Through the index selection,the classical panel regression model and SDM spatial panel regression model are constructed respectively.The measurement index of environmental regulation intensity is incorporated into the research framework of indicators related to inter-regional division of labor in the industrial chain.Carrying out the comparative study of basic model regression,nonlinear regression,technical effect regression and factor combination regression separately for the whole chemical industry and the upstream,middle and downstream industries of theindustrial chain,the research results are analyzed and explained in combination with reality.The sixth part is the conclusion and prospect,which summarizes the research contents,current situation analysis,theoretical analysis and empirical research results of this paper,and puts forward corresponding policy suggestions based on the relevant research conclusions,and points out the limitations of this research.The results of this paper show that the chemical industry chain of the Yangtze River Economic Belt has obvious characteristics of inter-regional division of labor,and the inter-industrial chain division of the chemical industry and the environmental regulation of the Yangtze River Economic Belt have spatial auto-correlation effects,which are restricted by adjacent regions.From the perspective of the chemical industry as a whole,the "pollution paradise" effect of environmental regulation exists,and the impact of environmental regulation on the industrial agglomeration and specialization of chemical industry in the Yangtze River Economic Belt has an inverted "U" shape effect in the long run,that is,too strong environmental regulation is not conducive to the specialization of regional industrial chain.However,environmental regulation also forces technological progress and changes factor combination to some extent.From the perspective of various industries in the chemical industry chain,the environmental regulation effect in the inter-regional division of industrial chain in the upstream industry is not significant enough;the environmental regulation effect in the inter-regional division of industrial chain in the middle industry is generally negative;the short-term effect in the inter-regional division of industrial chain in the downstream industry is positive,and the long-term effect is inverted "U".The empirical results prove the existence of environmental regulation on the industrial cost effect,technology promotion effect and factor combination effect of chemical industry in the Yangtze River Economic Belt.The chemical industry in the Yangtze River Economic Belt should strengthen the coordinated propulsion between government leadership and business follow suit,improving the quality of inter-regional division of labor in the industrial chain in a targeted way,making use of environmental regulations to force technological progress and promote inter-regional cooperation.
