A Study On The Measurement Of Industrial Transfer Undertaken By The Yangtze River Economic Belt And Its Environmental Effects

The Yangtze River economic belt plays an important role in promoting the opening up and ecological civilization construction in China.With the concept of "ecological priority and green development" continuously integrated into the development of Yangtze River economic belt,how to consider the high-quality development and environmental protection and repair is an urgent problem to be solved.Based on this,this paper first combs the policy support of the Yangtze River economic belt to undertake industrial transfer,summarizes the main effects and the main problems.Secondly,it comprehensively uses the static industrial aggregation index,the industrial dynamic aggregation index and the industrial gradient coefficient to measure the change trend and spatial distribution of industrial transfer,Finally,based on the evaluation of the environmental quality level of the Yangtze River economic belt by entropy method,the scale effect equation,structure effect equation,technology effect equation and environmental regulation effect equation of the industrial transfer are established in the Yangtze River economic belt,and the environmental effect of the industrial transfer is discussed.Therefore,the main conclusions are as follows:Firstly,the Yangtze River economic belt has achieved some remarkable effects in the process of undertaking industrial transfer,such as the increasing scale of undertaking,obvious optimization of industrial structure,obvious aggregation driving effect,and gradual formation of open pattern.At the same time,there are also problems such as vicious competition,lack of management institutions,weak supporting base and increasing risk of environmental pollution.Secondly,the scale of the Yangtze River economic belt to undertake industrial transfer has grown steadily and the regional differences are significant.The actual use of FDI in the Yangtze River economic belt has grown rapidly from US $14.203 billion in 2000 to US $146346 million in 2018,but the growth rate gradually slowed down after 2013 and kept fluctuating below 10%.The downstream industry transformation and upgrading has been carried out continuously,and the relative transfer out of industrial industry has become a general trend.The middle and upper reaches show the trend of continuous undertaking industrial transfer,and the level of industrial agglomeration is constantly improving,but the concentration degree of the upstream is obviously lagging behind the middle reaches.Thirdly,the industrial structure of the Yangtze River Economic Belt continues to optimize,and the types of industries undertaken by different regions are significantly different.In 2006,the actual utilization of foreign investment in the secondary industry of the region reached 70.79%,but then continued to decline to only 44.98% in 2018.The upstream region is the main place to undertake the industrial transfer,and most of the resource intensive,labor-intensive,capital intensive and technology intensive industries are rapidly gathered here.The middle reaches of China have mainly undertaken labor-intensive and technology intensive industries.The downstream regions have attracted many industrial clusters for a long time,but the growth rate is slightly lower than the national average,showing a trend of outward transfer from the local.Fourthly,the undertaking of industrial transfer has a negative impact on the overall environmental quality of the Yangtze River economic belt,that is,every 1% increase in the amount of industrial transfer,the environmental quality level of the Yangtze River Economic Belt will drop by 0.0649%.The estimated parameters of scale effect,structure effect,technology effect and environmental regulation effect of the Yangtze River economic belt to undertake industrial transfer are-0.2323,-0.1155,0.0455 and0.2374 respectively.The scale effect of economic development and industrial structure effect are negative to the environment,and the technical effect and environmental regulation effect have positive effects on the improvement of environmental quality,And the effect intensity of environmental regulation effect is obviously greater than that of technology.Finally,in order to promote the Yangtze River economic belt to undertake industrial transfer in a scientific and orderly way and avoid the negative environmental effects of undertaking industrial transfer to the greatest extent,policy suggestions are put forward according to the empirical conclusions.
