Functional Analysis Of Chinese Characteristic Towns

The process of reform and opening up for more than 40 years has greatly stimulated China's development vitality and potential,which has made China achieve great development achievements in all aspects,especially in the rapid increase of industrialization and urbanization level,which has led to a substantial increase in China's overall modernization level.However,in the context of China's long-standing urban-rural dual economic structure,and because of the lack of organic coordination of industrialization,urbanization and rural modernization in the process of reform and opening up,rural development is still relatively lagging.The 19 th National Congress of the Communist Party of China clearly proposed the implementation of the rural revitalization strategy,with special emphasis on comprehensive support for rural development and the construction of characteristic towns,and emphasized that without the modernization of rural areas and agriculture;there can be no overall modernization of the country.Implementing the rural revitalization strategy and advancing the process of rural modernization in our country require the guidance of innovative ideas.The rural revitalization strategy urgently needs to be deepened in accordance with Chinese characteristics and specific national conditions.This is a major theoretical and practical issue that requires in-depth research.This article first argues that the main reason for the lag in the development of rural modernization in China is the lack of solid support for modern industries(including primary,secondary and tertiary industries).The rural areas as a whole are severely disconnected from modern economic development,rural modernization is a kind of rootless tree.Therefore,to accelerate China's rural modernization and high-quality comprehensive development in the country,we must rely on the implantation,rooting,support of the modern economic factors with modern industries as the core,and the continuous transformation of the rural traditional system to create rural development and revitalization's strong internal motivation.Since the reform and opening up,there have been many active explorations in China's rural development and the implantation of modern economic factors,and the comprehensive promotion of modernization in rural areas by modern industries,especially the rise of township and village enterprises.It has greatly promoted the on-site transfer of rural surplus labor,a substantial increase in peasant income,and an increasingly affluent in rural area,which has made great contributions to rural development.However,with the rising cost of labor,land and other factors of production,coupled with the tilt of capital supply to large enterprises,the serious shortage of technical talents and technical brands,especially the domestic market environment in general has transitioned from a shortage economy to an excess economy,township and village enterprises under path dependence lack competitive tools in the surplus economy--technological characteristics.Under these background conditions,the space for sustainable development of most of the township and village enterprises in China is becoming increasingly narrow,and the prospects are increasingly slim.At the same time,we are also fully aware that,except for the decline of township and village enterprises,most of our SMEs are also in a difficult situation.The reason is the same as that of township and village enterprises.The key is the slow technical progress,the lack of technical leadership of large enterprises,and especially an agglomeration and collaboration platform that is conducive to the technological progress and industrial development of SMEs,and many technological progress incentive effects caused by agglomeration and collaboration.Therefore,the construction of characteristic towns is of great significance: relying on the unique endowment of local resources,aiming at the transformation and upgrading of the largest number of SMEs in China,introducing SMEs and local characteristic township and village enterprises that gather related industry chains,refine the division of labor and cooperation,and cultivate and grow special industries with obvious modern significance,and become the most important economic relying force for rural development.Support and modernize the overall development and integration of rural areas with modern industries.In the context of China's economic construction entering a new development period and the current special historical development stage,the construction of characteristic towns not only brings important modern power to rural development,but more importantly,the construction of characteristic towns historically fits two important problems in our country's economic and social development procession:accelerating SMEs promotion through agglomeration and collaboration effects,and relying on this modern force to accelerate the pace of rural revitalization and achieve effective interaction and promotion of the two.Therefore,the characteristic towns have taken on the historical responsibility,becoming a gathering platform for SMEs to accelerate technological progress,an important growth pole for rural revitalization,and an important channel for rural areas to fully integrate urbanization,industrialization and modern services.On this basis,this article fully studies the modern industry's comprehensive transformation of traditional rural areas,and believes that modern industry has brought a completely new revolutionary atmosphere: modern industry itself is a fundamental transformation of traditional rural industries;modern industry brings totally new ideological culture concepts;modern industry requires brand-new social services and space environment;modern industry brings comprehensive docking between the rural areas and the outside world etc.At the same time,this article further deepens the analysis of the functions of characteristic towns: first,implanting modern industries and promoting rural revitalization.Deepen the root system of modern industry to the level of townships and villages,and place great emphasis on specialized agglomeration,give full play to the effects of economies of scale and industrial agglomeration,and strengthen the economic foundation of rural development;characteristic towns will promote rural resources value through the docking of modern industries and rural resources,thus create more rural social wealth,and become an important growth pole for rural development and modernization.Second,the characteristic towns enhance SMEs promotion.Accelerate the technological progress of SMEs in general by industrial scale agglomeration and collaboration effect.It is more conducive for SMEs to enhance its industrial competitiveness through the subdivision effects produced by industrial agglomeration such as scale effects,collaboration effects,learning effects,and brand effects.The expansion of market attention and influence of characteristic towns and characteristic industries is conducive to the promotion of industrial brands and characteristic towns' brands gathered by SMEs.Combining the two major development problems facing China in the process of modernization development(rural revitalization and SMEs promotion)to study the functional orientation of the development of characteristic towns is of great significance,with significant Chinese characteristics and strong requirements of the times.The development of characteristic towns must closely meet the urgent requirements of rural revitalization and the promotion of SMEs,so as to give full play to their unique functions in the development of rural modernization in China.And from the perspective of theory and practice,the analysis emphasizes that characteristic towns take ‘characteristic industries' as the lifeline,and there is no ‘special',there is no ‘characteristic town'.The more obvious the industrial characteristics,it is more able to promote the vigorous and healthy development of characteristic towns.At the end of this article,an in-depth case analysis of Zhejiang's ‘Datang Sock Art Town'(a model of China's characteristic towns)is encouraging,from different perspectives such as industrial characteristics,brand effects,corporate upgrading,rural prosperity,and rural development etc.,‘Datang Sock Art Town' has submitted satisfactory phased answers.This article conducts a creative study on how characteristic towns have historically matched the relationship and mechanism of the three(characteristic towns development,rural revitalization,and the SMEs promotion)in a new stage,thus clears functional tendency of characteristic towns.
