| Under the background of rural revitalization,promoting the highquality development of rural areas has become an important topic and key task of the times.As an important link to promote the integration of urban and rural areas,characteristic towns are the key factors to build beautiful villages,revitalize rural industries and solve the problems of "agriculture,rural areas and farmers".However,characteristic towns are faced with obvious homogeneity,disconnection from the actual needs of urban and rural areas,weak sustainability and other problems,and their construction level,quality and satisfaction are also uneven.Based on this background,it has important theoretical and practical significance to evaluate the construction of characteristic towns and study on high-quality development.Xiaying Mountain sports leisure tourism town is located in the north of Tianjin,located in the Beijing-Tianjin-Hebei junction area,the location conditions are superior.As the second batch of national characteristic towns in Tianjin,it has rich natural resources and characteristic tourism resources of mountain sports and leisure.At the same time,its adjacent provinces(cities),its own economic development is weak,is a typical "rich resources,poor" township.Therefore,taking Xiaying Mountain sports leisure tourism town as the research object,evaluating the deficiencies in its construction and putting forward the corresponding ideas and countermeasures in line with the actual development,which can be used for reference and practical significance for other characteristic towns with similar development difficulties.In this study,questionnaire survey was used to construct the evaluation index system of residents’ satisfaction in Xiaying Mountain sports leisure tourism town.Based on residents’ perception satisfaction,the construction level of Xiaying mountain sports leisure tourism town is evaluated by comprehensive fuzzy evaluation method.The second batch of 13 characteristic towns in China are selected to compare with Xiaying mountain sports leisure tourism town,and the construction performance of Xiaying Mountain sports leisure tourism town in the second batch of characteristic towns is evaluated by using data envelopment analysis method,thus providing support for the high-quality development of Xiaying Mountain sports leisure tourism town.According to the evaluation results of residents’ perception satisfaction and construction performance evaluation results,this paper analyzes the existing problems in the construction of Xiaying mountain sports leisure tourism town,and puts forward ideas and countermeasures to promote the high-quality development of Xiaying mountain sports leisure tourism town.The main conclusions of this paper are as follows:(1)Construct the satisfaction evaluation index system of Xiaying Mountain Sports and Leisure Tourism Town from four levels of economic development,social culture,ecological benefits,and public recognition.For each evaluation index,formulate relevant questions and form a satisfaction survey according to the questionnaire,the fuzzy comprehensive evaluation sets of the target level of residents’ perceived satisfaction are0.3618,0.3676,0.2118,0.0415,and 0.0175,respectively,the maximum membership degree is "0.3676",and the level is "relatively satisfied".At present,the perceived satisfaction of residents in Xiaying Mountain sports and leisure tourism town is generally at the middle and upper level,but there are major problems in the degree of residents’ participation,ecological environment,and functional division.(2)Collect the camp field sports leisure tourist town and 13 other characteristics of the second batch of the small town of input indicators and output indicators,using the DEA model to manage the self-reported performance characteristics for the construction of small town,it is concluded that the camp field sports leisure tourist town ranked 11 th in the performance of the 14 characteristic town,redundancy of supporting facilities are0.077 and 0.036,The network publicity has a redundancy of 0.068.Since the comprehensive performance calculated by the traditional DEA model is the self-evaluation result of each characteristic town,there is a preference selection of index weight,and the performance results may be biased.DEA cross efficiency model is used to re-evaluate the construction performance of 14 characteristic towns.It is concluded that The performance level of Xiaying Shanye sports leisure tourism town ranks 13 th among the14 characteristic towns,with a score of 0.0841.It shows that the development of Xiaying mountain sports leisure tourism town is unbalanced,and there is a big gap between xiaying mountain sports leisure tourism town and the characteristic towns of the whole country.There are problems such as the lag of overall development planning,the lack of local financial support,the lack of characteristic professionals,the significant siphoning of mega cities and the lack of local characteristics.(3)Through the above evaluation results of residents’ perception satisfaction,construction level evaluation and construction performance evaluation of Xiaying Shanye sports leisure tourism town in the whole country,the high-quality development ideas of Xiaying Shanye sports leisure tourism town are established as follows: strengthening brand driving and promoting brand upgrading of the town;Strengthen the integration of culture and tourism and promote the integrated development of industries;Strengthen environmental remediation,promote the development of tourism in the whole region;Strengthen planning constraints,promote planning to lead development;We will strengthen project-driven development and improve project quality.Based on the above development ideas,countermeasures and suggestions are proposed to promote the high-quality development of Xiaying mountain sports leisure tourism town under the background of rural revitalization.First,it is necessary to improve the institutional guarantee and guide residents to participate in the construction;Second,to strengthen environmental protection,promote the sustainable development of the town;Third,scientific and reasonable layout,optimize the functional zoning of the town;Fourth,to optimize the industrial structure,strengthen the town brand construction;Fifth,we need to promote government-enterprise cooperation and expand the industrial chain.Sixth,we need to bring into play the synergy of policies and pay attention to the training of professionals.In order to provide reference for the high quality development of xiaying mountain sports leisure tourism town. |
