| The report to the 20th National Congress of the Communist Party of China proposes to comprehensively promote the rural revitalization strategy,give priority to the development of agriculture and rural areas,and make solid progress in revitalizing rural industries,personnel,culture,and ecological organizations.The 14 th Five-Year Plan points out that characteristic towns,relying on different regional location conditions,resource endowments,industrial bases and comparative advantages,focus on cultivating and developing leading industries,which is a new development space with strong industries,convergent functions,small but beautiful forms and new and active mechanisms.Based on this background,this paper deeply studies the development mode of characteristic towns in Henan Province and explores the development direction of characteristic town construction in Henan province,so as to achieve high-quality development of rural economy.Combined with the overall requirements of the rural revitalization strategy and the development objectives of characteristic towns,based on the new urbanization theory,urban-rural integration theory,industrial integration and agglomeration theory and regional hierarchical division of labor theory,this paper takes the development mode of characteristic towns in Henan Province as the research object,through field research and data collection,and divides the development mode of 15 characteristic towns in Henan province announced by the Ministry of Housing and Urban-Rural Development.According to the development requirements of booming industries and distinctive industries of characteristic towns in the rural revitalization strategy,three typical towns of Naoli Town,Chaoyang Town and Zhugou Town are selected as case studies from the development paths of agriculture,industry and tourism,and the advantages and disadvantages of each development mode are analyzed.The development mode of characteristic towns in Henan Province is compared and analyzed from the perspectives of industrial positioning,planning and construction,and functional services.Using interview method,questionnaire method and other data collection methods,combined with the development status of characteristic towns in Henan Province,this paper analyzes the main constraints of the development mode of characteristic towns in Henan Province.Summarize the problems existing in the development,that is,the fault of regional industrial chain,homogenization of operation management,lack of funds and talents,and unsound infrastructure and services.Based on the development experience of typical small towns at home and abroad,countermeasures and suggestions are put forward,such as promoting the optimization and upgrading of industrial chain,following the overall development concept,strengthening the construction of small towns from multiple perspectives,and improving the service level.Through the study of the development mode of characteristic towns in Henan Province,the relationship between various elements of town development can be explored from the micro level,and the effective path of town development can be defined from the macro level,which is of great significance to the development of characteristic towns according to local conditions and the comprehensive promotion of rural revitalization. |
