After 40 years of rapid development since reform and opening up,China's econ-omy has shifted from high-speed growth to high-quality development,and the principal contradiction in our society has turned into a contradiction between the people's ever-growing needs for a better life and unbalanced and inadequate development.How to solve the environmental problems and improve the ecological system has become a ma-jor concern of all regions and industries in China.On the other hand,the excessive con-sumption of resources and energy,ecological destruction and environmental pollution caused by economic development have become bottlenecks restricting the sustainable development of China's economy.How to promote China's economic transformation by promoting green development and realize the overall layout of "five-in-one" is a complex subject that China has to face at present.This article starts from the perspective of efficiency improvement of green devel-opment and reasonable allocation of resources and studies the operation mechanism of China's green economy,by introducing the concept of "energy conservation and emis-sions reduction" reasonably,build a scientific evaluation index system,and through perfecting the evaluation method and the construction of the model,the relative evalu-ation and accurate measurement of macro impact on the development of regional green economy in China are realized.and the resource reallocation scheme is discussed based on the efficiency evaluation results.The core work of this paper includes the following aspects:First,based on the previous theoretical research results on green development and the current situation of China's green development,a set of DEA theoretical models suitable for China's green development evaluation are constructed and applied to the green development efficiency evaluation of 30 provinces and autonomous regions in China.Secondly,based on the regional differences of China's external environmental fac-tors,through the combination of the parametric and non-parametric evaluation methods of stochastic frontier analysis(SFA)and data envelopment analysis(DEA),the influ-ence of external environmental factors on the green development efficiency in China is quantified and the regional green development efficiency is accurately measured by eliminating relevant influences.Thirdly,based on the realistic requirements of "energy saving and emission reduc-tion" a resource allocation model is constructed and an effective resource allocation scheme to promote the green development in China is discussed.The innovation of this article can be summarized as follows:(?)Starting from the new perspective of empirical research on green development and combining with the specific requirements of skill emission reduction,this paper proposes the realization path of China's green development from the macro and micro levels as well as the theo-retical and practical aspects.(?)In terms of research methods,this paper combines para-metric and non-parametric methods to systematically evaluate the efficiency of green development in China,and based on the evaluation results,how to build a model to realize the effective allocation of limited resources and pollutant discharge rights to deepen China's green development is discussed.(?)This paper systematically evalu-ates China's green development based on two-stage DEA-SBM model,which is a good supplement to China's existing research on this subject.The proposal of "energy saving and emission reduction index" has a good guiding significance for decision-makers to improve environmental efficiency through index adjustment.In addition,the influence of environmental heterogeneity on green environment is fully considered in this paper,and the influence is eliminated by model method.
