The media publicity has been a topic that may arouse anxiety and controversy among scholars in China as well as in other countries,although it has significance in various media environments.Public expression is an ancient social phenomenon changing at any time by having a natural connection with the public.While human society is moving on,public expression has been bounded up with all kinds of media,which inevitably leads the subject to be in the center of attention.Representing the second generation of the internet Web 2.0,social media has unique contend production and dissemination mechanism,which may realize the combination of private social behavior and public information communication,which brings about profound influence for the whole society,especially in China where has been upgrading the intensive internet regulations in a limited space for extensive expression.Public expression is an instinct demand of human beings as social animals,which is a fundamental condition for a healthy social integration.Social media provide freely information and interactive communication for people,which make people more inclined to participate the public expression.However,it seems not that simple and optimistic because the media always exist in particular environment just like people.Therefore,it provides us with an opportunity for exploring the relationship between social media and public expression in the particular context of China.In the perspective of media publicity and communication technical empowerment,what do social media provide for the Chinese people in public expression and what are the factors influencing the interactions between public expression and public policy,as well as how to evaluate them and deal with the hindrance--all these issues can not be avoided when studying the subject,which actually is the core for this article.The first part analyzes the significance of public expression in the period of social transforming of China and its theoretical and practical value for media publicity,referring Chinese media structure and manage system based on the literature by Chinese and foreign scholars.The second part reviews the literature on the origin and development of the publicity theory and media publicity;then it goes to the connotation and denotation of media's publicity issues in China,and the relationship between public expression and media involved in historical and realistic conditions.The third part systematically introduces the structure and characteristic of Chinese social media,arguing that the people's participation in social media would increase the publicity of media from the perspective of publicity,public interest and criticism.In the fourth part,it chooses a concrete topic,the controversy of the transgenic in 2015,to analyze(1)the users' constitution;and(2)the difference between social media platform in the context of public expression.The fifth part from a microcosmic perspective it analyzes the Chinese social media users' language habits,style of expression,grouped mass psychology and media literacy,and the pattern and tendency of the public expression.The sixth part from the middle range perspective synthesis the power of communication,public sphere's construction,social motivation and integration analyze the effectiveness of social media in public expression and it also points out the dilemma and obstacle in that context.In conclusion,it tries a discussion on the method of how to consummate public expression on social media from the angel of consultation democracy,network regulation,the spirit of dialog,freedom and responsibility,democratic politics and the like.
