| As the emerging cultural industry which promotes the great development and prosperity of socialist culture,digital publishing has become the one of the priority among priorities of strategic target for our country in recent years.The outline of cultural reform and development in the 12th Five-Year period and The strategic developing plan of emerging industry in the 13th Five-Year period present explicitly that it is extremely important to promote the vigorous development of digital and creative industry,to strengthen planning and construction of culture industry bases and to develop the culture industry clusters that digital publishing industry can get formalization,intensification and professionalization.National Digital Publishing Bases are incubators and power producers for publishing industry in our country.14 National Digital Publishing Bases have been approved and operating in recent 10 years,and the space distribution of bases has almost finished.The development of bases not only can bring the innovation and platform of culture creativity and technology for digital publishing even the whole publishing industry,but also can gather and linkage all upstream and downstream enterprises around digital publishing field effectively.Therefore,this research mainly focus on 14 National Digital Publishing Bases in our country,adopting industry cluster relevant theories,coopetion theory,knowledge spillover theory and other relevant theories are main theoretical foundation,and combining both theoretical and empirical analysis method to explore and analyze the formation and evolution,the structure of organization and operation mechanism intensively.Meanwhile,this paper established the valuation model of operational performance for National Digital Publishing Bases,and measured and evaluated the operational performance horizontally and vertically by data collection and importing.This paper is divided into seven sections as follows:Section one gives the introduction part of this paper,mainly sketches the background and significance of the research,systematically and synthetically sorted out related theories and empirical research results of industrial cluster and publishing bases by adopting the method of literature review.Meanwhile,this section also introduces the research methodologies and framework.Section two is the theoretical foundation part of this research,including relevant industrial clusters,coopetition theory,knowledge spillover theory and other relevant theories,this section mainly construct the theoretical foundation for following research.Section three excavates the formation and evolution of National Digital Publishing Bases from three aspects:formation mode,evolving causation and development status.National Digital Publishing Bases have three different formation modes:self-organization,heter-organization and hybrid organization.And until now,the formation and development of bases go through budding period,formative period,developing period and mature period these four periods,and every base are in different period.Technology,market,government behaviors,humanities and talents are five main factors that promote National Digital Publishing Bases to evolve.Besides,this section analyzes the development status of bases from layout,constitution situation and economic scale these three aspects.Section four discusses the organization structure from three aspects:composition subjects,association and interaction among subjects,and organization forms.These 14 National Digital Publishing Bases have variant organization forms,including coreless form,multilevel and single-core form,single-level and multicore form and multilevel and hybrid form.The subjects of bases composed by core layer and auxiliary layer.The core layer refers to the enterprises that are engaged in digital publishing industry.The auxiliary layer includes government and relevant public sectors,universities and research institutes,financing institutions,Intermediary organization and public service platforms.These subjects participate the operation of bases through different connection modes.As industrial clusters which are high-technological and cultural integration,National Publishing Bases have three main operating mechanisms.Section five mainly focuses on following three operating mechanisms:collaborative innovation mechanism,coopetition mechanism and knowledge spillover and study mechanism.IP-based,digital publishing industrial chain based and IUR(Industry-University-Research)based innovative forms constitute the collaborative innovation mechanism which promote bases to develop rapidly.Besides,coopetition mechanism connects all subjects in the bases together.It implements each others'advantages,optimizes the distribution of resources,and shares risks by two coopetition forms:the coopetition dominated by competition and the coopetition dominated by cooperation.Two forms-are respectively based on horizontal industrial chain and vertical industrial chain.Coopetition mechanism can help the bases to explore and occupy the market so that can achieve a win-win situation.The existence of knowledge spillover and study mechanism accelerates the circulation of knowledge and technologies in the same base.It can urge National Publishing Bases to innovate new products rapidly so that bases can own their own advantages as industrial clusters.The main subjects of knowledge spillover in bases are enterprises,public research institutions,public service organizations and users.They generate the spillover and circulation by initiative form,passive form and informal form.Meanwhile,the subjects of knowledge spillover are main sources and paths to get knowledge and technologies.The whole progress of knowledge spillover and study mechansim is implemented by knowledge transfer,knowledge conversion and knowledge harvest.The research carries out an empirical study on operation performance of all 14 National Publishing Bases in our country in section six.The technological path of the evaluation of operation performance of National Publishing Bases,including objectives and principles,line of thinking and procedure,and approaches of evaluation were identified first.On this basis,this section establishes the evaluation index system for operation performance of National Publishing Bases through expert scoring method and analytic hierarchy progress(AHP).In addition,this section shows the evaluation and measurement results after substituting the qualitative data and quantitative data in to the index system.First,the horizontal measurement result shows the scores of four modules so that it can clearly gives the advantages and disadvantages of every base in different module.Second,the vertical measurement result gives the overall ranking of operation performance of every base.All operation performance of bases are divided into five gradients:very high,high,ordinary,low and very low.Eventually,section seven briefly summarizes the findings in the research as a conclusive and prospective section,it also analyzes novelties and limitations of this research,to further propose prospects and vision for future studies. |
