Livestock and poultry breeding industry is the main source of agricultural pollution.Pollution control of livestock and poultry breeding is not only the key to ensure the healthy and sustainable development of animal husbandry in China,but also the main field of pollution control of non-point agricultural sources in China.It is one of the important actions to realize the construction of ecological civilization and the sustainable development goals of a community with a shared future for mankind.The circular economy provides the feasibility for the realization of livestock and poultry pollution control and economic development.However,the implementation of circular economy in China is to a large extent carried out as a top-down administrative goal.How to realize the spontaneity of the operation of circular economy model and make it become a bottom-up environmental management tool requires the study of its dynamic mechanism.From the perspective of circular economy,this paper analyzes the key points of realizing livestock and poultry pollution control through waste recycling,studies the dynamic mechanism of the spontaneous operation of livestock and poultry pollution control system,and reveals some scientific programs in livestock and poultry pollution control.The main research contents and relevant conclusions of this paper are as follows:(1)Based on the view of circular economy,the paper analyzes the pollution control behavior of livestock and poultry,and puts forward the dynamic mechanism construction of the policy-benefit-subject model.Through the analysis of the mechanism of realizing pollution control through circular economy,it is pointed out that circular economy is an effective way to realize the effective unification of economic development and effective unification of economic development and environmental protection.This paper further analyzes the interaction mechanism and game relation of the main body of livestock and poultry pollution control,and identifies the key points of the livestock and poultry pollution control system based on circular economy.It is pointed out that the establishment of the policy-benefit-subject model and the systematic study of the dynamic mechanism of circular economy are the effective exploration of pollution control and economic development.(2)Content analysis was adopted to conduct quantitative analysis of 155 copies of relevant policies on pollution control of livestock and poultry breeding issued by China at the national level,and the evolving characteristics of China's environmental policies on livestock and poultry pollution control were identified by means of policy tool classification,content coding and frequency statistics.The research shows that the characteristics of the evolution of China's livestock and poultry pollution control policy system are roughly in line with the three stages of the evolution of environmental policy:command and control,economic intervention and voluntary participation.Recycling is the future environmental policy guidance,and the recycling economy model is an effective carrier of recycling.The improvement of China's livestock and poultry pollution control policy system is mainly to provide policy impetus for the realization of spontaneous livestock and poultry pollution control through recycling economy.The fundamental driving force for circular economy to realize pollution control is the realization of economic growth.The consummation of the economic incentive policy is the key of the voluntary participation guiding policy.(3)The economic feasibility and power of the circular economy model in different policy situations are made clear through the benefit evaluation,which is the fundamental driving force of the circular economy model.Taking large-scale farms in liaoning province as the research object,through the combination of life cycle evaluation and cost-benefit analysis,the provincial level circular economy model benefits were studied,through the benefit calculation,to enhance the awareness of the circular economy model benefits creation;To clarify the economic feasibility and attractiveness of circular economy model based on different benefit evaluation.The research shows that the technology innovation can not realize the economic feasibility of pollution control through the utilization of livestock and poultry wastes,and the environmental policy management is the inevitable requirement of the economic feasibility of the circular mode.The comprehensive benefits of the circular economy model are mainly affected by the value of resource products,the cost of pollution emission,namely the environmental bonded and the environmental benefits of carbon emission reduction.To some extent,policies such as environmental tax and carbon trading can improve the economic feasibility of the economic model.However,due to the high investment in the initial stage of the biogas project,the dynamic payback period of the investment in different situations is relatively long,and the economic attraction of the model is relatively small,all of them require the financial support of the government to different degrees.(4)From the point of view of the circular industrial chain,this paper constructs the evolutionary game model of the three stakeholders of the recycling treatment of livestock and poultry waste:the enterprise,the government and the consuming party.Through the research of the behavior game on the circular industry chain,the paper explores the stable operation strategy of the circular mode and its realization conditions.Research has shown that under certain conditions,there are four kinds of evolutionary stability strategies—no adoption,no supervision,no purchase;no adoption,supervision,no purchase;adoption,no supervision,no purchase;and adoption,no supervision,purchase—in the behavior game of enterprises,governments and consumers in the circular industrial chain.Adoption,no supervision,and purchase is the optimal strategy,which is more conducive to the stable operation of circular economy industry chain.In the long run,the main body of the circular economy realizes the condition of the evolutionary stabilization strategy to achieve the pollution control goal,which is mainly attributed to the role of the market price mechanism.The price of resource products influences the behavior decision of consuming side,and then influences the conditions for breeding enterprises to adopt the circular economy model.Carbon trading price affects carbon emission reduction benefit;The prices of raw materials and equipment involved in the construction and operation of the mode affect the implementation cost of the mode.
