Research On Current Situation And Countermeasures Of Utilization Of Manure Pollution Resources In Rural Livestock And Poultry Breeding

At present,the pollution of livestock and poultry manure is a serious problem in China’s rural areas,which seriously affects the safety of agricultural production.Due to the harsh natural conditions in Dafeng District,Yancheng,China,and the fragile ecological environment,it is particularly important to protect the agricultural ecological environment,that is,the government attaches great importance to the farmers are not enthusiastic and other issues。Comprehensive measures should be taken in the utilization of night soil pollution resources in livestock and poultry breeding in the rural areas of Dafeng District,Yancheng.Efforts should be made to build a community of interests among the government,farmers and agro-ecological environment,change "want me to use resources" to "I want to use resources",so that farmers participate in the whole process of livestock and poultry breeding waste pollution resources in rural areas.Based on the above research background,this paper will study the utilization of waste pollution resources from livestock and poultry breeding in Rural Dafeng District,Yancheng,from the public perspective,and raise the enthusiasm of farmers to participate in the utilization of waste pollution resources.Taking Dafeng District,Yancheng as an example,this paper points out the problems in the management of livestock and poultry breeding in Dafeng District,Yancheng,and analyzes the causes of the problems.Based on the research results at home and abroad,combined with public governance theory,public goods theory,externality theory,etc..These countermeasures mainly focus on the diversification of the main body and means of governance.To do well in the pollution control of livestock and poultry breeding,we need the coordination of relevant government departments,the participation of market,public and social organizations,and the use of law,economy,administration,publicity and other means of control.Specific control measures:to improve the livestock and poultry breeding pollution control legal system,the scientific development of livestock and poultry breeding pollution prevention and control planning,rational distribution,the implementation of tax regulation and financial subsidies,the implementation of pollution permit system,we will implement emissions trading,improve the government performance appraisal system,strengthen coordination and coordination between government and public departments,implement environmental credit assessment and management,step up enforcement of environmental regulations,and guide,encourage and support market participation in governance,we will establish and improve mechanisms for the public and social organizations to participate in pollution control of livestock and poultry breeding,and intensify publicity and education on environmental protection.
