Analysis On Embeddedness Mechanism Of Forestry Carbon Sequestration Trading Project

Today,we are facing the challenge caused by climate change,with the increasing tendency of the temperature and extreme weather,the international negotiation and cooperation framework on climate change has been improved continuously.Emission trading mechanism works as one of the major countermeasures which provide a platform for emission trading activities between different countries in order to control the carbon emission.China has participated in the international emission trading market at the early stage as the biggest developing countries in the world,conducting the Forestry and Re-Forestry Carbon Sequestration Project.Although this kind of innovative emission trading mechanism has been implemented widely,however,it also faced some problems during the project process,especially in the local community.This study takes the survey on three forestry carbon sequestration trading project communities in the ethnic minority mountain area of South Sichuan,we have seen the implementation process of forestry carbon sequestration project in the rural area of China.Drawing the experience on the research framework of project system,this study shows an up to bottom process which involves the embedding activity in the central government,local government and community.The aim of this study is analyze the embeddedness feature of forestry carbon sequestration project from five aspects as followed:institution embeddedness perspective,livelihood embeddedness perspective,structural embeddedness perspective,knowledge embeddedness perspective and cultural embeddedness perspective,in order to insight the predicament on both livelihood and governance is caused by the forestry carbon sequestration project.This study focus on the embedding process on the forestry carbon sequestration project,we find that firstly the forestry carbon sequestration project has been embedded in China's policy system on forestry management.During these years,China had imported a big number of international emission reduction projects which promoted by both the international cooperation framework on climate change and the domestic emission reduction target.As one kind of these projects,forestry carbon sequestration project has been conducted in China for more than 10 years.The Chinese government has set up a systemic policy framework and management mechanism for forestry carbon project sequestration project as a new policy tool on conducting the forestry management,and meet the commitment in global carbon emission reduction action.Secondly,the forestry carbon sequestration has been embedded in the local government of China,when the project is conducted in the local government,the intention of forestry department plays an important role in the project operation.We have found in this stage,the local government has faced many difficulties both on project operation technology and governance method,which leads to a number of problems on the operation of project,such as the change of project information,the shift of management pressure,the transfer of management duty,etc.The implementation effect was deviated from the project design on the local government stage.Finally,we find that the community has seen a dramatic change by the conduction of forestry carbon sequestration project.On the one hand,the project has been embedded in the community in forms of the governance structure,livelihood method,cultural and even daily life.On the other hand,the original cultural habitus and local rules also play an embedded role on the operation of project.In a result,three communities in this study show diversity effects with the forestry carbon sequestration project.Based on the description of the operation process of forestry carbon sequestration project,this study turns to an embeddedness analysis with the framework of embeddedness theory,which including five analysis perspective.In the subsequent we come to the following conclusions:first,the institution embedded of forestry carbon sequestration project has met the project target as well as the structural factors also embedded in the project community.However,other perspectives including livelihood,culture,and knowledge saw a failed embeddeding process respectively,which lead to a predicament on livelihood and local governance in project community.
