This dissertation comprehensively discussed the large-scale development andutilization of fossil fuels and its corresponding global environmental degradation inthe context of economic globalization. Increasing density of carbon dioxide in theatmosphere is one of the important factors that make the global warmer. Therefore, ithas been becoming a focus that how to control the release of the carbon dioxide anddecrease the density of the carbon dioxide in the atmosphere. Obviously forests playan important role in absorbing and fixing carbon dioxide. Gradually the CDM forestcarbon sequestration projects in developed countries gradually unfolded, it also givesChina’s forestry development has brought new opportunities.This reference to the theory of the policy pilot research, theory with practice,takes the world’s first carbon sequestration project–Guangxi carbon sequestrationproject as cases study. On the basic of social surveys, analysis and comparison ofconclusion, although the current policy of carbon sequestration had achievedeconomic, environmental and social effectiveness, there are so many problem. Such aslack strong policy support. Poor access to information, lack the knowledge of carbonexchange. Higher threshold to apply for Clean Development Mechanism project,carbon trading market is imperfect etc.The concept of low-carbon economy in China has been raised just in short time,whose development is still in its infancy, lacking funds, policies, experience and so on.As a result, it still in its infant stage.Therefore, it is imperative for us to inspectdeveloped countries experiences and policies in this regard, combining with China’sspecific national conditions is our mission currently. Although the developedcountries adopt different measure to support their respective low-carbon economydevelopment, there still share commons in formulate corresponding policies, such asthe legal norms, tax incentives, financial subsidies, technical innovation. As for China,the development of low-carbon economy is facing three major challenges. We shoulduse of policy tools to develop the forest carbon policy in china to provide some policyrecommendations.
