Studies On Forestry Farmers' Willingness Of Carbon Sequestration Forestry Management In Hunan Province

Carbon sequestration forestry is the process which through forestation, reforestation, reduced deforestation and other forestry operations add in the carbon transaction in accordance with the relevant rules. Carbon sequestration forestry can fully use the function of the capacity of forest carbon sequestration and mitigating global warming. Carbon sequestration forestry can also bring the market-based ecological compensation of carbon sequestration for forestry entities. So we defined carbon sequestration forestry as a type of ecological forestry.As forestry farmers are the main managing component of the forestry in Hunan, it is beneficial to guide the forestry farmers in managing the carbon sequestration forestry if their management willingness is clarified. Thus promoting the development of carbon sequestration forestry in Hunan Province, and bring the related ecological compensation for forestry farmers.In this article, firstly, we distinguished several concepts on carbon sequestration forestry and the willingness of forestry farmers by the theory of ecology, economics and management. Secondly, After this, we investigate the willingness of 517 forestry farmers in managing carbon sequestration forestry at the major forestry zone of Hunan Province. Results of the investigation showed accounting for 63.37% of the total sample of forestry farmers are willing to managing carbon sequestration forestry. Then we establish a model regarding to the willingness of the farmers, and further propose hypothesis on the factors that influence the willingness,based on the theory of planned behavior and the theory of farmers'behavior. Through the Logit analysis of survey data, it is revealed that the education level of farmers, forest's operation scale, the expected revenue, the policy support, the Attitude of family members, the technical confidence, the recognition of carbon forestry on environmental protection and the convenience evaluation of carbon sequestration forestry management are among the positive factors that impact on farmers' willingness to run carbon sequestration forestry. We also fund that the forestry farmers' age have a negative impact on farmers' willingness to run carbon sequestration forestry.Finally, recommendations for relevant government departments are presented. It includes, firstly, enhancement of forest carbon sinks propaganda; secondly, Actively building carbon forestry projects; thirdly, formulating the support policy; fourthly, promoting the relevant forestry technology; fifthly, establish a convenient trading platform and a information service platform. Finally, Promotion of carbon sequestration forestry should take diversification method and build stratified pilots.
