Forestry carbon sequestration project is an ecological project to mitigate the climate change caused by C02 emission,which is a new mode of modern forestry,attached to poverty alleviation and other social and economic functions.Forestry carbon sequestration project is beneficial to effectively utilize forestry resources and improve the living standards of farmers.With the "Kyoto Protocol" became effective,forestry carbon sequestration projects are gradually developing in the world.Since 2006,China began to carry out the project in major cities,and we have achieved remarkable results.Sichuan province is crowned with abundant forest resources,as one of the major pilot areas in southern-west China,there are two international typical CDM forestry carbon sink projects.Meanwhile,our government has established a lot of forestry carbon sink projects in Liangshan Prefecture,Ya'an,Nanchong and so on.While realizing its ecological function,these projects have brought significant economic and social benefits for local communities and farmers,helping to improve regional environment and rural household income.However,due to differences in the association between the main interest orientation and regional economy,society and natural conditions and projects' organization mode,forestry carbon sequestration project cannot keep a balance proportion between all the outcomes,there are huge differences existing between these projects and their implementation areas,which greatly weaken associated entities' enthusiasm of continuing participation,so it is hard to realize the sustainable development of forestry carbon sequestration.So it can be seen that the key problem of sustainable development of forestry carbon sequestration is the integration of multiple benefits,the balance of the main benefits,the realization of integration the project with their implementation areas.Therefore,it is time that established a scientific evaluation system of forestry carbon sequestration projects to evaluate their multiple comprehensive benefit,quantify the effect of economy,society,natural conditions and projects' own characteristics to projects' outcomes in their implementation areas.This thesis is based on the Sichuan province soft science research project "Study ofDevelopment Path of Forestry Carbon Sequestration in Sichuan Province Based on CDM"(No.2015ZR0031),according to the datum and information,firstly analyzing current situation of forestry carbon sink project,learn from the theory of ecological value,synergy theory and sustainable development theory,then establishing index system of comprehensive performance evaluation of forestry carbon sequestration project from three aspects of ecological benefit.economic benefit and social benefit.so as to further researching the factors influencing the performance of forestry carbon sequestration projects.From the perspective of economic,social.environmental and projects' own characteristics,after establishing index system of comprehensive performance evaluation of forestry carbon sequestration project,measuring 10 projects' comprehensive performance in 2 typical areas in Sichuan province with component analysis method,using the correlation analysis method to analyze the reasons and major influence factors between all these implementation areas.At the end,some policy suggestions are put forward for further development of forestry carbon sequestration projects.The result shows as followers:the ecological benefit.economic benefit and social benefit of forestry carbon sequestration project are not balanced in Sichuan province.economic benefit accounts for a very low proportion.Meanwhile.there are significant performance differences between projects or different implementation areas of the same project because of cultural customs,educational level and other social factors,transportation conditions and other infrastructure construction as well as organizational model.The economic,social and environmental characteristics of the project implementation areas and the characteristics of the project itself have a significant impact on the comprehensive performance,ecological benefits,economic benefits and social benefits,among of these,educational level,per capita income structure,the degree of poverty and the ownership of the right of return have an evident effect on performance.As a result,In the future government should establish an inclined support policy from aspects of project area and influencing factors,strengthen the collection of project priority development areas and poor areas,balance the three types of benefits,enhance collaborative development.strengthen the regional adaptability of project construction so as to establish a reasonable and clear property rights system of carbon sink.
