Water is the foundation of life.When some sudden events,such as great drought,water-supply source pollution,and earthquake occur,or water facilities were destructed by wars,it is urgent that how do people obtain the most fundamental drinking water to maintain life.We deeply understand the necessity and importance of managing sudden event from the Songhua River water pollution event and the Beijiang River cadmium pollution.It is especially important that how to obtain the essential water to maintain people'S life when sudden events come up.At the same time,it is obvious that water plays very important part in production and development in industrial and mining establishment.Emergency water supply refers to in extraordinary case,i.e,when conventional water supply does not work or is interrupted in emergency case,it could be quickly put into operation to provides people with domestic water,part or all production water to guarantee city safety water supply.Surface water is the most important component parct water source,in emergency supply system.It is frangible for its shortcoming in that it will easily change in wet year and in dry year and can be easily destroyed.Has the abundant dry variability,Easy to receive pollutes,Easy to suffer the destruction the shortcoming;But groundwater can just right offset the above shortcoming.It has wide distribution and stable water volume.It is not easily polluted.Its water catching facilities Can not easily suffer destruction of earthquake and war or destruction of human activities.And it can guarantee to supplies water continuously and stably in the certain period of time.So groundwater is the most perfect emergency water source.Above 70%of the inhabitant domestic tap water and industrial water is supplied by groundwater in northern city of our country.Thus,emergency supply of groundwater plays a very important role in the emergency water supply.The selection of groundwater watersheds is the foundation to solve groundwater emergency supply.This article bases on the conditions of northern city of our country and the water supply characteristic and considers the superiority of taking groundwater to be emergency water.It combines the factors which general water source selection should be taken into account,then follows scientific,practical and the concise principle.We constructed the evaluating indicator system of city emergency groundwater source area,separately from three aspects:location selection of emergency groundwater source area,emergency water supply ability and its influence to environment.And we apply analytic hierarchy process combined with fuzzy comprehensive evaluating method to provide selection of city emergency groundwater source area with scientific theoretical basis and means.Finally,take Shijiazhuang as an example,we evaluate Shijiazhuang'S emergency ground water source area according to the approach stated in indicator system to provided rationality of indicator system with the evidence.
