Earthquake emergency rescue is the primary task of earthquake prevention and disaster reduction, so how to take efficient search and rescue action has been paid much attention. Whether the search action is successful or not directly affects the result of emergency rescue and the survival ratio. Thus, as the main forces of a search action, search team members, search dogs and search equipment, which comprehensive efficiency directly reflects the strength of the search action. The assessment of search action capability is one of the important prerequisite for enhancing the emergency rescue capability.On the basis of the theory of Earthquake search and rescue, this paper proceeds from the earthquake spot demand, learns from the experience of earthquake-prone countries, and analysis the elements which impact the search action capability based on the research achievements in this field. It sets up the multilayer index system with the Analytic Hierarchy Process and then carries out the assessment method of search action capacity. It reflects part achievements of the seismic industry Fund project in 2007 which named "the research about the effectiveness assessment of search equipment and the method of indicators determination", in addition, I have got much guidance and support from Professor Guo Yong and Lecturer Gao Song from Chengdu University of Technology, Senior Engineer Chen Weifeng and Peng Jinchuan from Seismological Bureau of Sichuan Province, and Senior Engineer Gu Jianhua , Wu Xinyan from Institute of Geophysics, China Earthquake Administration in the process of writing papers. The main work of the paper can be summarized as follows:The index system of search action capacity was established based on the concept of system and the Analytic Hierarchy Process, the system efficiency of search team members, search equipment and search dogs as the main factors are regarded as the 1st-level indexes. Further, to the 1st-level indexes, the group structure, the average quality of team member ,the support system ,the equipment Scale , the average quality of equipment ,the Man-machine Operation and the Dog teams structure, the the average quality of dog, the man-dog Co-operation are extracted as the 2ed-level indexes, and then 26 3rd-level indexes are extracted.The indexes are detailly explanted and analyzed, further, the evaluation method is studied. The evaluation mathematical model established by the weighting method, and the quantitative scores and the weight value of indexes are mainly discussed. On the quantitative scores, it divides the indexes into quantitative ones and qualitative ones, and different indexes with different score methods. On the weight value, The Analytic Hierarch Process is applied in the determination of index weight value, the portfolio weight values calculated from the high to the end. Through calculation and analysis, search action capability has been roughly divided into the capacity of strong, genera, and weak level of 3. The ability levels are not only directly reflect the search forces' own strength, but also provides the reality basis for the disposition of search forces.Finally, on the basis of the assessment method study, the paper advances the targeted proposals for action from three main aspects, carries out a preliminary study about the disposition of search forces in an action, and it gives out the research direction for the future.
