Study On Evaluation And Promotion Strategy Of Marine Ecological Civilization Construction In Shandong Province

As an important part of the global ecosystem,the ocean provides abundant natural resources and vast space resources for the sustainable development of mankind.With the shortage of land resources,the deterioration of the environment and the deep adjustment of the economy,the ocean has increasingly become an important part to promote the structure transformation and high-quality development of China's economy.In the Report to the 18th National Congress of the Communist Party of China,ecological civilization construction was incorporated into the overall five-in-one plan for building socialism with Chinese characteristics.As an integral part of the construction of ecological civilization,the construction of marine ecological civilization has become an important way to promote the coordinated development of marine economy,environment and society.Shandong is a major maritime province in China,occupying 1/6 of the coastline of the country,and its sea area is almost the same as its land area.Shandong province is rich in marine natural resources and strong in marine science and technology forces,and its marine economy has become an indispensable part of the national economic system.It is of great significance to carry out research on the evaluation and promotion strategy of marine ecological civilization construction in Shandong province to enrich the theory of marine ecological civilization construction and promote the practice of marine ecological civilization construction in Shandong province and coastal areas.Taking the construction of marine ecological civilization of Shandong province as the research object,and based on relevant theories and methods such as sustainable development,ecological economics and public policy,this paper sorts out the present situation of marine ecological civilization construction in Shandong Province,and constructs the evaluation index system of it.Based on study the development of each subsystem and the empirical analysis of the coupling coordination degree of each subsystem,and the policy network structure and characteristics of marine ecological civilization construction in Shandong province.The countermeasures and suggestions to promote the marine ecological civilization construction in Shandong province are put forward.The main results are as follows:(1)Based on the analysis framework of marine ecological economy,marine ecological environment and marine ecological society,the evaluation system of marine ecological civilization construction in Shandong province has been constructed by using analytic hierarchy process and entropy method.There are 24 evaluation indexes in total in the index content design.As to the index weight,the weight proportion of three first-level indexes,namely,marine ecological economy,marine ecological environment and marine ecological society,is about 13:11:9.(2)The scores of subsystems of marine ecological economy,marine ecological environment and marine ecological society and their coupling coordination degrees has been calculated.The results show that the construction of marine ecological civilization in Shandong province continued to improve,during which the development of marine ecological society subsystem increased the most,followed by the development of marine ecological economy subsystem,and the development of marine ecological environment subsystem was relatively slow.The coupling coordination degree between each subsystem went through a development process from low to medium and finally to high coordination degree,but the coupling coordination degree of marine ecological economy and marine ecological environment,and marine ecological society and marine ecological environment was relatively low.(3)The network characteristics and coordination degree of marine economic,marine environmental and marine social support policies in Shandong province has been analyzed.The results show that the main bodies of the participants and decision makers of marine ecological civilization construction in Shandong province are relatively diversified,but the cooperation and coordination degree is not high,and the policy making is dominated mainly by a separate decision-making mode.In terms of policy content,marine ecological environment protection policies focus on many aspects and have formed a relatively complete system.but are not closely related to the new marine scientific and technological innovation points of the supportive marine policies.Moreover,the marine economic policies are still mainly focused on traditional business forms such as fishery and aquaculture and do not involve many high-tech and high-value-added industries of marine economy,which needs to be improved.(4)Countermeasures and suggestions to promote the construction of marine ecological civilization in Shandong province have been put forward from the four aspects:government control,industrial development,environmental protection and social support.In terms of government control,it is proposed to improve the marine policies and regulations system,and promote the effective implementation of sea governance according to law;innovate the evaluation of marine ecological civilization and improve the government performance evaluation system.In terms of industrial development,it is suggested to transform the marine economic development mode and build a modern marine industrial system;rationally develop and utilize marine resources to promote the coordinated development of the marine economy.In terms of environmental protection,it is suggested to make coordinated efforts to improve the environment on land and sea,control the total amount of emissions into the sea,implement compensation mechanisms for ecological damage to promote coordinated governance of the marine environment.In terms of social support,it is necessary to build a highland for cultivating marine talents,promote marine development with scientific and technological innovation;strengthen marine ecological civilization education,and promote the development of marine cultural construction.
