The report of the 18th national congress of the CPC puts ecological civilization construction into the overall layout of the "five elements" of socialism.The fifth plenary session of the 18th CPC central committee put forward the five concepts of innovation,coordination,green,openness and sharing,among which the concept of "green"development highlights the importance of the CPC central committee on the construction of ecological civilization.The party's 19th report puts forward that the construction of ecological civilization is the millennium development plan for the sustainable development of the Chinese nation.As an important part of China's ecological civilization construction,Marine ecological civilization construction is an important guarantee for the strategy of oceanic powers.Through the gradual implementation of the "One Belt And One Road" strategy,the economic and social development of our country must rely on the important platform of the sea to go to a new and deeper and wider region.Marine ecological civilization construction is a complex social system project,we should promote the development of government planning,legal protection,scientific and technological guidance and public support.We should properly plan the layout,strengthen the proper guidance of government and social public opinion,accelerate the pace of Marine legislation,and establish the rule of law governing the sea,We should learn from foreign advanced development experience,cultivate and introduce high-end technical talents,strengthen ocean education and technology by the Chinese communists in the practice of the sea are systematically studied and discussed.By sorting out of the ocean of Marx and Engels,Marx and Engels ecological view of nature,sustainable development theory,Marine ecological thoughts of the main leaders of the communist party of China,as the theoretical foundation of the Marine ecological civilization construction.The third chapter is the content and basic principles of China's Marine ecological civilization construction.The content and characteristics of China's Marine ecological civilization construction are sorted out,and the
