| Resource-declining city is an important part of our country’s urban system.At present,resource-declining cities are confronted with a series of contradictions and problems,such as economic development lag,ecological environment deterioration,livelihood issues stand out,and urgent to transform and develop.How to realize the sustainable development of resource-declining cities through the transformation and upgrading of economic structure is an important issue that needs to be solved in the process of social and economic development in our country at the present stage.Therefore,by summarizing the current research situation at home and abroad,analyzing and the development pressure of the ecological environment and social economy in resource-declining cities,the paper puts forward the circular economy industrial cluster model of regional multi-industry population linkage,and conduct research on how to promote the sustainable development of resource-declining cities.First,based on the investigation of 10 resource declining cities to develop circular economy industrial clusters,this paper finds out the achievements and problems in the development of circular economy industrial cluster in the current resource declining cities,and designs its ecological evolution and compensation mechanism,and analyze their interaction.Second,by using the niche model,logistic equation,hierarchical clustering,and other research methods,carry out study on the ecological evolution mechanism of the circular economy industrial cluster in resource-declining cities from the competition cooperation,stage identification and social embedding,and to deeply analyze the internal source power,development stage and environmental impact factors of its evolution.Then,focusing on the object and subject of ecological compensation activities,using ecological footprint model,group incentive model,social calculation experiment and other research methods,the ecological compensation mechanism of the circular economy industrial cluster with resource-declining city is studied from three aspects: field selection,efficiency improvement and path expansion.At last,take the circular economy industrial cluster in Tongchuan city as an example to make an empirical analysis.The main research results are reflected in the following aspects:(1)Breaking through the research limitations of endogenic circular economy in cluster,the ecological connotation of circular economy industrial cluster is expanded,and by analyzing the interdependence relationship between ecological evolution and ecological compensation of circular economy industrial cluster,the system structure model of circular economy industrial cluster with resource-declining city is constructed.(2)Starting with the analysis of the dynamic relationship among industrial populations,put forward four relationship models of vicious competition,predation,parasitism and cooperative symbiosis among industrial populations,set up a niche measurement model to evaluate the contribution and competition intensity of industrial populations in material exchange activities,and the quantitative identification model of the lifecycle stage of circular economy industrial cluster.The research process has expanded the application category of population ecology theory.(3)Introducing the concept of embeddedness,construct the evaluation model based on social embeddedness of circular economy industrial clusters,to judge the resource acquisition ability of individual enterprises in circular economy industrial cluster under the influence of social environment;and carry out the mathematical analysis of the adjustment of social embeddedness,which innovates the new idea of social network theory in industrial economic analysis.(4)Changing the subject of ecological compensation activity from "government leading" to "industry leading",construct the evolutionary model of ecological compensation incentive efficiency of circular economy industrial cluster considering fair concerns,to discuss the incentive effect of differentiated ecological compensation fee collection on optimized sewage discharge of group enterprises by using social computation experiment method,combining quantitative economic problems with social comparative theory,the research process enriches the theoretical system of industrial ecological compensation at the same time,more close to the social practice process.(5)In order to verify the validity of relevant theoretical research and method model,the ecological evolution and ecological compensation mechanism of circular economy industrial cluster in Tongchuan city are analyzed empirically.The main conclusions are as follows:(1)The result of niche measurement shows that,coal,electricity,aluminum and building materials industry is the main body and key force of material circulation in Tongchuan circular economy industrial clusters.But,recycled materials are mostly industrial products and associated resources;the proportion of waste recycling is not large.The scale niche overlap of the aluminum and the materials industry,the coal and the cement industry is relatively large,and there are greater resources overlaps between the cement industry and the building materials industry,the electricity industry and the cement industry in the areas of government funding and human resources.Combined with actual development situation,it is urgent to promote the level of innovation and utilization of cleaner production technology and increase R & D expenditure.(2)Quantitative analysis of ecological evolution stage shows that,Tongchuan circular economy industrial cluster is in the period of accelerated development,that is,the development stage of life cycle models.So,the Tongchuan municipal government must formulate a scientific development plan for the development of circular economy industrial clusters,deal with the relationship between speed of development and quality of transformation,to promote pillar industries and alternative industries to develop intensively and efficiently.(3)Ecological embeddedness clustering evaluation results show that,in Tongchuan circular economy industrial cluster,about 47% of enterprises have higher degree of ecological embeddedness,relatively speaking,has the strategy ahead advantages,the ability to acquire network resources is prominent.However,there are 40% of the individual enterprises cannot make good use of social network capital advantages,the degree of ecological embeddedness is low.It is necessary to accelerate the transformation of mineral resources in situ,to further adjust the organizational structure of circular economy industrial clusters,and appropriate reorganization if necessary.(4)The computing result of urban ecological profit and loss,ecological pressure index shows that,at present,the key areas of ecological compensation in Tongchuan are water areas,grassland and cultivated land ecosystems;According to the percentage of production,Tongchuan has adopted the standard of no difference collection for the ecological compensation fees;there is no incentive effect for individual enterprises to reduce pollution emission.It is recommended to share the ecological compensation fees according to the amount of sewage discharged,establishing reward coefficients for enterprises with different emission levels to implement differential ecological compensation fees. |
