Research On Ecological Compensation Legal System Of Mineral Resources In Xuzhou

Xuzhou city is a typical resource-based city,which has made the ecological environment of coal mining area outstanding because of its extensive development idea in the past.Mineral resources ecological compensation system is a new type of resource management system,to promote the ecological environment protection and comprehensive utilization of resources,maintaining the social fair play an important role.Implementation of the coal mining area ecological compensation system,establish and improve the coal mine area ecological compensation legal mechanisms,to ensure smooth,efficient ecological restoration in low environmental cost and resources cost to achieve scientific development and the powerful measures of sustainable development,to promote mining area ecological environment protection and management,recovery and reconstruction has important practical significance.This paper attempts to establish the legal system of ecological compensation for mineral resources,which is divided into six parts.The first part is introduction,introduces the research background of mineral resources ecological compensation system,value analysis from two aspects of theory and practice,using scientific research methods,put forward the innovation points in this paper.The second part of ecological compensation and defines the concept of ecological compensation of mineral resources,mineral resources ecological compensation legal system establishment is proposed of economics,ecology and legal theory foundation,and introduces a mineral resources ecological compensation system for the city's economic,social and environmental development of great significance.The third part of Xuzhou mineral resources development ecological compensation system is analyzed,and the practice of comprehensive analysis of the deficiency of the existence of Xuzhou city ecological compensation system.The fourth part introduces the mineral resources city in China and the United States,Australia and other countries on the practice of the ecological compensation of mineral resources,it sums up the implementation in resource-based city of Xuzhou mineral resourcesecological compensation system.The fifth part raises the question of the third part,and then proposes the suggestion on the construction of the ecological compensation law of the mineral resources in Xuzhou city by the revelation of the fourth part.The sixth is divided into conclusion.
