Research On Development Of Circular Industry Cluster In Water Resource Conservation Area

Water resource is not only an important basic natural resource for the sustainable development of economy and society in a country or a region,but also a strategic economic resource related to the national economic and social development of a country or a region.Shangluo city is located in the water resources protection area of South-to-North Water Diversion Project in China,the regional cluster source pollution problem is serious,not only affects the development and utilization of various resources within the region,but also hinder the construction of regional social economy and sustainable development,is the priority among priorities of water resource protection zone of ecological environmental governance.In order to realize the harmonious development between natural ecological environment,economy and society,it is of great practical significance for the industrial cluster water resources protection area to choose the new circular economy production mode.In this paper,the water resources protection zone industrial cluster recycling economy as the implementation of the carrier.Firstly,this paper analyzes the forming conditions of the circular industrial clusters,and then defines the formation mechanism of the Circular Industrial clusters.Secondly,this paper uses grounded theory to identify the effect of industrial cluster evaluation and selection implementation of vector basis;using grounded theory,in-depth interviews,comparative research method and system analysis method into a factor analysis of water resource protection zone of Circular Industrial Cluster effect.Thirdly,according to the requirements of the development of circular clusters,according to the objective reality of water resources protection area,this paper designs the cluster development model of Shangluo water resources protection area.Finally,through the case study method,this paper puts forward some countermeasures and suggestions for the development of circular industry clusters,which provides academic guidance and practical theoretical reference for the development of recycling industry clusters in China’s water resources protection areas.The results show that,first of all,Shangluo city location,resources and the intrinsic laws and regulations is the formation conditions of the recycling industry cluster,and based on "-to promote the incentive theory analysis of circulation industry cluster formation mechanism,protection of water resources in Shangluo District of circular industrial cluster is the enterprise self organization,chain tractor and three kinds of network integrated form;secondly,according to the results of the interviews,water resource protection zone recycling industry cluster development is affected by three factors of external driving factors,internal incentive factors and internal factors of the structure.Again,in accordance with the requirements of the development of circular clusters,according to the objective reality of water resource protection zone,Shangluo City,the design of the recycling economy development model of industrial cluster on three levels,namely,taking the enterprise as the core of small circulation mode,to eco industrial park as the core of the intermediate circulation mode and in the social scope of circulation model.Finally,the article elaborated in the development of water resources protection of the cycle of industrial clusters in the process,from the government regulation and control,innovation ability,talent team construction and policy and propaganda elements of five aspects of policy protection.
