Since 1978,China's high-speed economic development has made remarkable achievements.In 2017,China's gross domestic product amounted to 82.71 trillion yuan,accounting for 15%of the total world economy volume.The industrial added value was about 28 trillion yuan and the total grain output reached over 6.18 million tons,creating a large amount of material wealth on the supply side,which greatly enriched the material and cultural life of the people.However,the characteristics of traditional economic growth mode such as excessive consumption of natural resources and imbalance of industrial structure are also more prominent.The problems of resources and environment brought by the traditional economic growth model have seriously affected the people's happiness index.In recent years,the problems of resources and environment have received great attention from all walks of life.The concepts of "Ecological Civilization","Two-type Society","New Urbanization Construction" and "Beautiful China" have been put forward one after another.It shows the importance of Green Water and Castle Peak.All kinds of indications show that how to realize the harmonious development of economy,energy and environment by changing the economic growth mode has become the urgent task of socialist modernization construction at the present stage.Green growth is an environment-friendly economic growth model,which is different from the traditional resource dependent model of economic growth."Green"growth emphasizes the coordinated development relationship between the three parties of economy,resources and environment,and realizes the sustainable economic growth under the constraints of resources and environment.China has a wide area,uneven economic development,industrial structure,technical conditions and resource endowments,and the level of resource utilization and the level of pollutant discharge are different.In order to explore the green growth mode and the efficiency and spatial agglomeration of China's green growth,this paper makes an in-depth study from two aspects:static and dynamic.Firstly,through the brief analysis of economic growth theory,green growth theory,efficiency theory and space econometrics theory,the theoretical foundation is laid,and through the combing of relevant literature at home and abroad,mastering the related frontiers of the subject,based on this,the content of this paper is determined and the research framework is constructed.Furthermore,based on the continuity and availability of data,this paper selects the panel data of 30 provinces in China for 2004-2014 years as the research sample,analyses the current situation of green growth in China,and has mastered the realities of the economic growth,environmental pollution and energy consumption of each provincial units,and on this basis to our regional ring.The environmental pollution emission index was measured.And taking it as an undesired output into the non radial and non angle DEA-SBM model,the green growth efficiency and green total factor productivity of China's inter provincial region are calculated with the Malmquist-Luenberger index model,and the green growth level of China's inter provincial region is evaluated from two aspects of static and dynamic aspects.Finally,according to the geographical location and economic development status of various provinces in China,the adjacency matrix,geographical distance matrix,economic distance matrix and geo-economic comprehensive matrix based on geographical distance and economic distance are constructed.The spatial correlation analysis and spatial aggregation analysis of green growth efficiency and green total factor productivity in China are carried out by using spatial econometric analysis tools,and the spatial distribution,spatial agglomeration and transition law are discussed.Then through the space panel measurement model,from the perspective of government management,the influence of regional innovation ability,foreign direct investment,fiscal decentralization,government regulation level,urbanization level and environmental regulation level on China's green growth efficiency is explored.In summary,the main conclusions are as follows:(1)China's green growth efficiency presents a typical "east high west low"spatial layout.The efficiency of green growth in the eastern region is the highest,followed by the central region,and the lowest in the western region.The efficiency of green growth among provinces in China shows significant spatial correlation under the four weight matrices.Most provinces and cities are in the "high-high" and"low-low" space clubs,and remain in the original position in the ten years.(2)At the national level,the annual green total factor productivity(TFP)of China is greater than 1,which indicates that the efficiency of green growth has been continuously improved and the attention of green growth has been increased.The average annual green total factor productivity(TFP)shows the trend of oscillating development in the period 2004-2014,and there is no obvious change rule.On this basis,the green total factor productivity is decomposed into green technological progress index and green technology efficiency index.The technological progress index is more than 1 in the time cycle,while the green technology efficiency index is fluctuating,which is more than 1 in 2007-2011 and less than 1 in other time periods.Thus,the improvement of green total factor productivity mainly comes from the role of green technology progress.The inter-provincial green total factor productivity shows significant spatial correlation under the adjacency matrix and the distance matrix.The scale of the agglomeration area is "low-low","high-high","low-high" and"high-low" according to the order of high to low.And more than half of the provinces have crossed the agglomeration over a decade.(3)This paper chooses the suitable space measurement panel model to analyze the influence factors of the inter provincial green growth efficiency.The influence of regional innovation ability,foreign direct investment,fiscal decentralization,government regulation level,urbanization level and environmental regulation level on China's green growth efficiency is studied on four levels in the whole country as well as in the East,the Central and the West.It is found that the autoregressive coefficient of China's green growth efficiency is positive in all cases,and the spatial spillover effect is confirmed again.Because of the different innovation orientation,the improvement of environmental innovation ability in the eastern region will help to improve the efficiency of green growth,but the production efficiency innovation in the central and western regions has not played a significant role in promoting green growth.Foreign direct investment has promoted the efficiency of green growth in the three major regions of the country,and the phenomenon of "pollution halo" has been confirmed.Due to the difference in regional development planning by local governments,the enhancement of fiscal decentralization has significantly promoted the green growth in the central and western regions,but for the eastern region,although the economic volume has increased,But has not promoted the green growth efficiency enhancement;The improvement of government expenditure level can significantly improve the current situation of green growth in the eastern region,but it can not have substantial impact on the central and western regions.The deepening of the degree of urbanization can accelerate the increase of green growth efficiency in the eastern and western regions,but can not significantly affect the green growth process in the central region.Environmental regulation as the most commonly used means in the process of government environmental governance,the results of empirical analysis show that because of the unreasonable setting of sewage charges.The cost-based environmental regulation not only does not promote the improvement of the green growth efficiency in the western region,but also does not benefit the green growth process in the eastern and central regions,to some extent,it plays a restraining role.However,due to the unscientific use of environmental protection funds,the investment environmental regulation has no significant positive impact on the eastern and central regions,to a certain extent,it can inhibit the green growth in the western region.
