| In the 21st century,the development of world economy mainly depends on technology and innovation.And raising the level of science and technology innovation activities flourish relies on high technology industry.As a sunrise industry,high technology industry has lots of advantages and characteristics which the other traditional industry can’t be matched.It is an aggregate of all intellectual resources.It can meet the requirement of low cost,large output of intensive economy.It not only has become one of the leading industries for developed countries,but also improved the national competitiveness and promoted economic prosperity for developing countries.On the face of it,continuously strengthen innovative input of high-tech industry in recent years,and innovative output also diversified performance in our country.But at the same time,the innovative efficiency difference of high technology industry between different regions is more apparent.How to assess innovative efficiency high-tech industry in china,compare the disparity between different regions,and finally construct the countermeasures to improve the efficiency?Aiming at these problems,many scholars engaged in active research,and the results are more abundant,but there are still some limitations and shortcomings:They just reflect the level of disparity on the dimension of time,did not consider the structure of disparity on the spatial dimension.Some research the topic is writeen as "spatial differences",but the content is still not reflected the spatial factors,another research have too much emphasis on the effect of position advantage during the process of agglomeration,ignore the factors of human,social and historical role when they analyse the reasons about the disparity of innovative efficiency.Therefore,in order to make some beneficial additions and explorations in the academic world,this paper actively researches and obtains the preliminary research results.In this paper,the main body part is divided into six parts,layer upon layer.In the first part,we made the induction and the summary about development present situation of the high technology industry in our country,on the basis of the concept and scope of high technology industry,found that high technology industry development power is strong,but the independent innovative ability of the high technology industry is insufficient,and there is the imbalance in regional distribution.In the second part,we evaluated innovative efficiency of high technology industry for samples of 30 provinces in 2006-2015 year with the aid of DEA(data envelopment analysis),In order to get a scientific and rational understanding and the contrast about present situation on the development of high technology industry.The results show that valid state of high-tech industrial innovative efficiency has not been achieved in the majority of provinces and cities,the efficiency value of different provinces and regions is not balanced,and the difference in eastern and western regions more obvious.In the third part,we made a visual display on the changing tendency about the input and output indicators using the global spatial trend analysis in ArcGIS.The result showed that there is a gradient decreasing trend from the East region to West region and from the South region to North region.Through the calculation and decomposition of Theil index,we found that the main source of the difference lies in inter provincial differences in the western region and the difference between the three regions.In the fourth part,we mainly analyze and discuss the spatial agglomeration characteristics and the formation mechanism of the input and output indicators about innovative efficiency.Through the global autocorrelation analysis,we found that there are agglomeration trends in spatial,but the agglomeration degree is not obvious.The analysis of the local autocorrelation about Moran plot and LISA concentration diagram offer a further supplement:although the internal differences in the innovative core area and the surrounding provinces are narrowing,but the difference between core areas and remote areas are constantly expanding.Through the above three parts of the empirical analysis,we fully proved that:regional differences in the innovation efficiency of high-tech industries in China are still not alleviated effectively.In the fifth part,through qualitative analysis,we demonstrates that the effect of regional innovation milieu on spatial differences.In the sixth part,based on the analysis and summary of the full text,we put forward the strategic countermeasures to improve the innovative efficiency of regional high tech industry and reduce the difference between regions.The focus is to enhance the competitive strength of the high-tech industry by cluster effect;pay more attention to cultivate a good regional innovation milieu environment;put the government on the right role of innovation;improve the motivation of R&D personnel;strengthen financial support for high-tech industry of independent innovation.Compared with previous studies,the innovation of this paper is mainly reflected in the following three aspects:First,we pay particular attention to the role of spatial association factors when we compare the disparity of the regional innovative efficiency of high-tech industry.For a long time,it is a prominent feature of modern mainstream economics to consider only the dimension of time without considering the spatial dimension.But in real life,the economic activities of human beings are not only related to the dimension of time,but also related to spatial dimension.Therefore,we consider the problem of disparity of regional innovative efficiency of high-tech industry in china from the spatial correlation dimension,explain its internal mechanism and reason,make a comprehensive analysis,make up for the lack of previous research neglecting spatial correlation factors.Second,we make a visual display the structure of spatial disparity,using the method of exploratory spatial statistics.With the help of ArcGIS and GEODA spatial analysis software of economic geography professional commonly used,we analyze the appropriate spatial data,considering the spatial effect of spatial data,which extends the lack of the traditional econometric models only consider the time dimension,and provide a complete empirical analysis tool in order to spport the research topics.At the same time,we make a preliminary attempt to cross disciplinary and interdisciplinary research,complying with the current and future development trend of scientific methodology.Third,we analyze the influence factors of the spatial disparity of regional innovative efficiency of high-tech industry in china from the new perspective.There are obvious agglomeration characteristics in the space about input and output indicators of regional innovative efficiency of high-tech industry,which results in the disparity of innovative efficiency between the agglomeration and non agglomeration areas.Previous studies put more emphasis on the role of regional advantages,but today,in the background of changing conditions,we known that it is a dominant factor that collective efficiency of innovative subject and synergy of innovative behavior during the process of innovation agglomeration,which caused the spatial disparity of innovative efficiency.Therefore,we attaches great importance to the influence and promotion of social and historical factors in a region on the formation and development of the spatial disparity,and emphasizes the importance of "regional innovative milieu" for the true meaning of regional development. |
