Thereby laying the foundation for the promotion of regional competitiveness. Therefore, for building an innovative Guangdong and promote regional innovation capability, there must be an ideal environment for innovation support. The level of scientific and technological innovation milieu in Guangdong has been in the leading position around China, It provides a lot of experience worth learning for innovative milieu construction in other cities. However, compared with the United States, Japan and other developed countries, there are still some gaps, And interregional uncoordinated situation is significantly. Therefore, the research of construction of the Guangdong regional innovative milieu shows important practical significance for Guangdong to enhance the overall level of technological innovation and promoting national scientific and technological innovation capability.Based on the abundant understanding of innovation theory, the theory of the national innovation system and regional innovation systems theory, This paper reviews the domestic and regional innovation system, regional innovation capacity and regional innovative milieu-related literature. On the basis of literature research, this paper takes a depth study on Guangdong’s regional innovative milieu construction. On the one hand, we reviewed the course of technological innovation in Guangdong environmental construction and the progress made, and comparative analyzed the United States and Japan experience in regional innovative milieu construction process, seeking gap between Guangdong and the two countries; On the other hand, based on the data of 21 cities in Guangdong innovative activities, we used principal component analysis in depth for quantitative research, Focus on the differences between regional innovation milieu of Guangdong cities and reasons of the difference generated. Finally, to play the role of government guidance, improve the basic conditions for innovation, strengthening innovation and creating an innovative joint body culture of the four levels start, proposed to improve the environment for Guangdong innovation suggestions.\Through the study above, the paper concludes: Regional technology innovative milieu including innovative infrastructure, innovation resources, policy and institutional and Social culture. Guangdong technology innovative milieu construction has made great progress presently, But compared to the United States and Japan, there is a total lack of research and lots of problems such as the structure uncoordinated, low quality R & D personnel, inadequate support for SMEs, technology policies are difficult to implement, technology finance development lags behind other issues and so on. There is a big gap between the construction of the regional innovative milieu in eastern Guangdong, Northwest Guangdong and the Pearl River Delta, there are also significant differences between the Pearl River Delta cities, as superior scientific and technological innovation cities, Guangzhou, Shenzhen, Zhuhai are inadequate for the radiation of the surrounding area and eastern, northwest cities.
