That high-tech drives the upgrading of industrial structure and continued rapid economic growth has become the trend of world development. In the world economy, especially China’s economic restructuring background, the development of high-tech industry which has become an important factor in enhancing regional competitiveness survives in the larger room for improvement in Hunan Province during the central China’s national strategic policy. It has significant meaning to evaluate and analyze the innovative capacity of Hunan high-tech industry.Firstly, the concept of high-tech, high-tech industry and innovative capacity were defined and some related theory review was summarized. Besides, the evaluating index system of high-tech industrial innovative capacity for Hunan Province was established and the specific contents and representative meanings of the evaluation indexes were described, which laid a theoretical foundation for the scientific research for this article.Secondly, starting from mathematical analysis, this paper discussed the existing mathematical analysis methods and deeply explained the important issues involved in the methods and analyzed the innovative capacity of Hunan high-tech industry empirically. The principal component analysis method was adopted to analyze indexes which reflected the high and new technical ability in Hunan’s fourteen cities. Four principal components standing the high and new technical ability are extracted, and the comprehensive score of fourteen cities are obtained.Once again, the clustering analysis method was applied to analyze the four new indexes obtained by the principal component analysis, according to which fourteen cities are divided into5categories. Then the innovative capacity level map of spatial distribution in Hunan Province was obtained by the means of GIS spatial expression, which shows that Changsha is the only one core area with first degree in innovative capacity among the fourteen cities in Hunan.Finally, some scientific and reasonable conclusions were extracted from the anterior mathematical analysis, and the problems existed in Hunan’s high-tech industry were also summarized. We can point to provide some countermeasures and suggestions for ascending Hunan province’s innovative capacity according to different cities’geographical features, such as cultivating new core growth pole, increasing R&D investment, enhancing scientific and technological achievements conversion rate, improving the investment environment and increasing educational investment. |
