In recent decades,the main driving force of China's rapid economic growth is the sustainable development of Chinese industry.Because of the extensive development model of traditional technological innovation,Chinese industry has brought enormous environmental problems while developing.It is urgent for China to change the traditional technological innovation aiming at maximizing economic benefits and upgrade the green one aiming at maximizing environmental and economic benefits.Since the reform and opening up,the government has divided the whole country into two economic zones:coastal zone and inland zone.It has also implemented a development model focusing on the development of inland areas and coordinating the promotion of regional balance.Because of the large geographical span in China,the development of many provinces and municipalities is very unbalanced.Geographical and environmental factors derive differences in regional economic environment,political environment,market environment and internal environment of enterprises.Different regions have their own advantages and disadvantages,and different resources endowment makes the efficiency of green technology innovation and its influencing factors naturally different.This paper incorporates environmental factors such as energy consumption and SO2emission into the evaluation system of green technological innovation,uses the improved super-efficiency DEA-SBM model to estimate the green-tech innovative efficiency of Industrial Enterprises above the regional scale in China from 2007 to 2016,and analyses the green-tech innovative efficiency and its influencing factors from the perspective of the whole country and regional differences,so as to find out the internal relationship between innovation and development.The results show that the efficiency of green technology innovation in eastern China is relatively stable,while that in central and Western China is on the rise,but there are obvious regional differences in the whole country,showing a trend of high in the East and low in the west.In addition,the regional green-tech innovative efficiency is analyzed from the two aspects of pure technology efficiency and scale efficiency.It is found that the low pure technology efficiency is the cause of the low efficiency in the central region.We should optimize and adjust the investment of assets and system management to reduce the phenomenon of excess investment resources.The reason for the low efficiency in the western region is the low scale efficiency,which needs to be optimized for the allocation of resources.FDI,government support,industry-university-research cooperation,interaction between environmental regulation and FDI have a positive impact on the efficiency of national green technology innovation.The level of environmental regulation has a U-shaped relationship with the efficiency of national green technology innovation.In the subregional results,the efficiency of green technology innovation of environmental regulation in the east-central region is U-shaped correlation,while it is significantly negative correlation for the West region.FDI in the eastern and western regions has significantly promoted the efficiency of green technology innovation and formed a good interaction with environmental regulation,while the central region is relatively closed,paying more attention to the protection of technological confidentiality,which leads to the failure of a positive interaction between environmental regulation and FDI.Therefore,in order to improve the efficiency of green technology innovation in different regions,the government should adopt differentiated innovation support policies.
