Research On The Evaluation Of The Implementing Effect Of The Funding Policies For Academic Journals In China

Academic journal publishing undertakings is an important part of national science and technology innovation undertakings and cultural publishing undertakings.Academic journal funding policy is an important policy tool for the government to manage academic journals and provide support,taking funding as the main form,to promote the academic journals development with the fundamental goal of the level,quality and influence force of academic journals.Various forms of funding policies for academic journals were adopted in Japan,Korea,Canada and other countries in the early years.Since the 1990 s,our government has started to formulate and implement various policies to subsidize academic journals.Especially for the serious outflow of excellent academic articles and the large but not strong to academic journal undertakings,the state has continuously strengthened the support for the development of academic journals,and has set up many support projects,such as “the Special Project for the Key Academic Journals of the National Natural Science Foundation”,“the "Famous Journal Project" or "Famous Column Project" from the Philosophy and Social Sciences of Universities of the Ministry of Education”,"Project for the Chinese Excellent STM Journal Construction from China Association for Science and Technology(CAST)"," Project for Academic Journal of the National Social Science Fund","Project for Enhancing International Impact of China STM Journals","The Peak Action Plan for China STM Journals",and so on.In addition,local authorities have also joined in the campaign of funding the development of academic journal at all levels and various supporting policies for local academic journals have been launched.Especially in recent years,the growth is most obvious in terms of the scale and intensity of the funding projects.According to comprehensive statistics,since 2013,the funding of the state-level funding policies for academic journals has reached 1.5 billion yuan,and over2100 entries of projects have launched,which has an important impact on the entire academic journal community.Whether in terms of the policy setting forms or in terms of the policy supporting strength and scale,it fully demonstrates that China has initially formed a support policy system for academic journals,which is dominated by the national level and supplemented by the local level.With the continuous advancement of the funding policies for academic journals,the monitoring and evaluation of the implementation effect of the funding policies for academic journals has become an issue of great concern to the journal industry and academia,especially for China's academic journal funding policy system,which generally lacks the third-party evaluation and supervision mechanism,it is of great significance to carry out the exploration on the scientific and impartial evaluation of the implementation effect of academic journal funding policies,and it is also an urgent issue to be settled.To this end,the subject intends to carry out theoretical and empirical research on the evaluation of the implementation effect of the national level funding policies for academic journals from the combining perspectives of the academic journals evaluation and the public science and technology policies evaluation.In the part of theoretical research,starting from sorting out the current academic journal funding policy system in China,The evaluation of the implementation effect of academic journal funding policy was launched on the basis of in-depth analysis of the main target system,action mechanism and Implementation-effect influencing factors of the current funding policies,and firstly,we came up with the concept of “Journal Performance Index(JPI)”,and constructed a systematic and scientific characterization index system(theoretical edition)based on the combining perspectives of journal quality and journal influence force,and secondly,we ameliorated the traditional Difference-in-Difference(DID)model,and finally,on the basis of JPI and DID,a theoretical model for evaluating the implementation effect of the academic journal funding policy had been successfully constructed.In the empirical research part,on the basis of deeply analyzing about the operation condition of the Project for Academic Journal of the National Social Science Fund and the actual development status of academic journals at present,and according to the JPI characterization index system(theoretical edition),the JPI characterization index system(experimental edition)for social sciences academic journals,which conforms to the current development status of social sciences academic journals in China,was determined exactly,and then an experimental model for evaluating the implementation effect of the social sciences academic journal funding policy had been successfully constructed on the basis of the JPI characterization index system(experimental edition)and the improved DID model.On the basis of the evaluation model(experimental edition),the evaluation results of the implementation effects of the Project for Academic Journal of the National Social Science Fund in the past six years were obtained through a serials of procedures such as selecting evaluation objectives,collecting,processing and calculating evaluation data.The evaluation results showed that the Project for Academic Journal of the National Social Science Fund had positive effect on 12 disciplines of 31 social science disciplines(exception of arts and environmental sciences),while for the other 19 disciplines,the effects had not been reflected or shown negative effects.Based on the empirical results,the policy implementing process and the current development status of academic journal funding policy system,it is found that there are some problems in the funding policy system structure,policy operation mechanism,quality of guidance and service in policy implementation process,supervision and effect evaluation of policy implementation process.At the end,according to the current target background of "First-class Academic Journal Construction ",many suggestions are put forward to promote the future development of academic journal funding policy in China.In the process,from the top-level design perspective,the scientific development blueprint of national academic journal funding policy system,as well as,the whole process-based innovative framework of operation mechanism for national academic journal funding system,are drawn systematically and comprehensively.Both from the theoretical research level and from the practical application level,this research has certain theoretical and practical reference value for evaluating the implementation effect of academic journal funding policies and improving the development of the academic journal funding policy system in China.
