Research On Urban Family Doctor Service Capacity Building Under The Background Of Internet

The innovation of family doctor system is an important basis for Chinese health care reform,it focuses on solving three basic problems of Chinese health care reform:(1)how to construct the new type of urban health care service system based on community,to achieve policy targets of "first community diagnosis,two-way referral,and step-by-step diagnosis and treatment";(2)how to establish an ordered and efficient new health care system,so as to solve the problem of the difficult to access medical service caused by the structural supply and demand imbalances,and the problem of the high cost to access medical service caused by the excessive treatment or induced demand.Meanwhile,(3)how to adapt to the transformation of medical model and the present condition of population aging,break through the traditional service mode of prevention and control of separation,truly achieve integration of prevention and treatment,thus improving the quality and efficiency of medical and health services.The internet medical presents a strong momentum of development,which could provide family doctors with clinical decision support system,and become a key element to solve the problem of the difficult and high cost to access medical service.The development of new technology,realizes the seamless integration and utilization of human beings’ digital ability and digital resources,establishes a closer and more fruitful man-machine partnership,provides the possibility of "man-machine cooperation",which can make family doctors receive unprecedented support.With the development and popularization of the internet,family doctors can even get the real-time guidance of the external information system and other high level doctors anytime and anywhere.In the field of health care,family doctors are the most suitable and most need to carry out the research object of man-machine cooperation.The nature and the position in the medical service system of the family doctors,make them be different from specialist doctors.In practical work,family doctors often work alone,it is difficult for them to form a physical space with colleagues and receive technical support.The family doctors also face the problem of broad area,accordingly,nend enough width and breadth the knowledge structure and ability.On the basis of the above,increase depth and improve accuracy.Based on Internet technology,achieving the family doctor’s "man-machine cooperation" is important to upgrade the service of family doctors,but few studies have focused on capacity-building of family doctor services under the background of Internet in the world.In this study,we combine the development of domestic and foreign family doctor system,as well as practice situations of family doctors in some cities,systematically introduce the practice of the development of family doctors.This study makes a theoretical analysis on the construction of family doctor system from the perspective of institutional economics,welfare economics and management psychology.We analyze and summarize the process of family doctor system construction and policy-making from the perspective of multiple-streams theory.On the basis of qualitative research,we conduct an empirical study on the family doctor system practice,which aims to find out the family doctors service capability and its influencing factors.Responders include residents and family doctors from community health service institutions in Baohe district and Shushan district,Heifei city.According to literature,this paper measures latent variables that affect the construction of the service capability of family doctors,analysis the relationships among them and discuss results.This paper analyzes the factors that influence the family doctors’ service capability,sums up the service mode,service content and the mode of the development of internet medical service in our country.On this basis,focus on the service capability of service model and service content,in the sense of man-machine coordination,we propose the constructive suggestions and implementation path of Chinese family doctors’ service capability under the internet background.
