Research On The Family Doctor Contract Service Based On The New Public Service Theory

The new public service theory is a brand-new public administration theory and practice model,which provides a new direction for the reform of our government and further enriches and perfects the theoretical pedigree of public administration science.The application of new public service theory can provide a new theoretical perspective for the establishment,promotion and improvement of the family doctor contract service system.The implementation of the family doctor contract service is of positive significance to promote medical and health work,keep resources and to creative equal opportunities of basic medical and health services for everyone.Therefore,this study from the perspective of the new public service theory of family doctor contract service status and the causes of existing problems will be of great significance to the times.In this paper,Haicang District of Xiamen City is used as a research base,conducted in-depth discussions of family doctor contract service problems and their causes through empirical investigation.This paper will mainly answer the following questions:What is the significance of the new public service theory in promoting the establishment and promotion of family doctor contract service?Through a questionnaire survey on residents' satisfaction and awareness,interviewing with the heads of health administration departments and community health service centers,what are residents' needs and dissatisfaction?Analyze the current situation and problems of family doctor contract service in Haicang District.Combined with the new public service theory,how to improve the current situation of family doctor contract service?Based on the perspective of the new public service theory,this paper analyzes the causes of the problems existing in the process of promoting the contracting service of family doctors in China from the perspectives of government coordination mechanism,the nature of public service,citizen participation,system construction and supporting policies,etc.Finally,Five countermeasures and suggestions are put forward in this study,including "coordinating social capital to promote the balance of supply and demand","strengthening team building,improving medical service level","perfecting performance appraisal and incentive mechanism,enhancing professional honor","setting up service model,publicizing scientifically and effectively","perfecting supporting policies and promoting effective implementation of service".
