Research On The Information Service Institution Establishing In National Innovative Development

In the national innovation development based on informatization, the information service industry has become the pilot sector supporting independent innovation and technology, economic and cultural development and social progress. From the socialization propulsion of knowledge innovation to the building of an innovative country, it involves not only the updating of information service technology, network means and method and information service business expansion. More importantly, it requires the creation of information service institution compatible with innovative national institution. With the reform of political and economic systems, China’s information service transformation and institutional change is being deepened and has entered the stage of tackling the key problems of structural adjustment, strategic restructuring, full transformation of functions. The pluralism of information service composition, diversity of operating systems, complex affiliation and property rights with unspecified mainstay cause many problems for the development of the whole information service industry and put forward the new subject of information service institution study.So, this thesis, entitled "Research on the information service institution establishing in national innovative development", tries to explore the transformation path of information service under the current innovative national institution from the historical perspective of the change of the national institution and the evolution of information service institution. By analyzing the supply and demand of innovation-oriented information service institution, it explores the goals and positioning of the information service institution establishing, examines the key factors in innovation of information service institution and researches the information service institutional design based on independent innovation development.This paper is divided into eight parts according to the research thinking. In addition to the part of introduction and conclusion, the text is divided into six chapters, whose main contents are as follows: Chapter 1 studies the information service institution in the framework of national macro-institution. The institution and related concepts lead to the thinking national institution, content of information service institution and its operation mechanism. Under the perspective of the historical evolution, it analyzes the interactive relationship of the change of the national institution and the evolution of information service institution and compares the evolution path of information service institution in China’s national institution change with foreign countries to explore a general law.Chapter 2 focuses on the analysis of information service transformation under the innovative national innovation. Combining innovation theory, it explains the construction framework of the current innovation-oriented national institution, surveys the information service transformation status motivated by innovation from the relationship between the national innovation and information service and introduces the institutional perspective to analyze the path dependence of information service transformation while analyzing the supply and demand of information service institution.Chapter 3 researches the targeting and path selection of the information service institution innovation. Starting from the dynamic mechanism of the information service institution innovation, it analyzes the diffusion process, the general structure and function positioning of the innovation subject in the cause of the information service institutional innovation, explores the innovation model and path of the information service institutional innovation in line with the conditions of our country, pointes out the effective factors of the information service institutional innovation and proposes the scheme of layered implementation of the information service institution establishing.Chapter 4 studies methods of information service institutional design on the basis of related theories o. It thinks about functional design of innovation-oriented information service institution and explores the application of several design methods in the information service institution establishing.Chapter 5 discusses evaluation system and methods of the information service institution. It preliminarily explores constituent elements of information service institution evaluation as well as the establishment of index system and determination of index weight, proposes the general approach of information service institution evaluation and analyzes the feedback, balance and supervision mechanisms of the information service institution.Chapter 6 takes the National Science and Technology Library and the China National Chemical Information Center as cases to analyze the innovation status and progress of the information service institution establishing.Finally, based on the study, this paper makes a summary, points out the existing inadequacy of the research and looks forward to the innovation-oriented information service institution establishing as the foundation and direction of further studies by the author.
