With every prospect, Smart TV will be the main force of next-generation networked smart screen following personal computers and personal smart mobile devices. As the foundation and primary stage of Smart TV, IPTV’s (Internet Protocol Television) expansion in scale and evolvement into Smart TV depend critically on its service quality and costs.This article principally studies IPTV’s improvement of service quality and control of distribution costs, taking the actual data of the world’s largest city IPTV operator as an example. It proposes practical ideas and solutions which are partly implemented by software after conducting a large number of experiments on the basis of theoretical analysis. It mainly includes two aspects:1. The study of IPTV’s live TV quality disadvantage compared with the traditional one provided by the cable company. We firstly analyze the operator’s experience and reach the conclusion that packet loss of the Telecom IP network is an important reason why IPTV’s live TV quality is inferior to traditional one; to solve it, we propose an expandable package solution of error control applicable to heterogeneous terminal devices of the Telecom IPTV, i.e. FEC(Forward Error Correction) in the application layer; furthermore, we performed substantive optimization algorithms mentioned, developed it into reference implementation in the form of middleware, integrated it into the digital TV middleware system of China’s National Major Special Projects, which has adopted by the operator and major equipment manufacturers.2. The assessment and improvement of the distribution efficiency of the large-scale IPTV. Currently, the large-scale Telecom IPTV system has more than one million users, and distribution efficiency has a tremendous impact on costs. However, it is rather difficult to evaluate distribution strategies effectively and choose the appropriate one due to the large scale, distribution strategy diversity and high stability requirements of the Telecom operator’s deployment. For this problem, this thesis complete the following three aspects of work:1) It designs whole set of assessment program of distribution strategies for large-scale IPTV systems, including:a) the large-scale IPTV distributed simulation system, b) the performance evaluation index system of distribution strategies, c) the analysis of theoretical relationship between distribution performance and distribution strategies and parameters on both the terminal and the platform side, and d) the Telecom’s large-scale distribution operational data acquisition, analysis and system simulation.2) Using the proposed assessment program, we carefully analyze and assess set-top boxes’ participation in IPTV distribution strategies in the form of P2P (Peer to Peer Peer), and obtain the qualitative and quantitative relationship between distribution efficiency and parameters such as bandwidth and storage on IPTV client side. It is fundamental for the Telecom operator to decide when and how to deploy set-top boxes to participate in IPTV P2P distribution.3) Under the current circumstances that it is premature to deploy set-top boxes to participate in IPTV P2P distribution, we find the relationship between the IPTV CDN distribution strategy and indicators such as distribution efficiency, storage, bandwidth and hit rate after in-depth analysis of actual large-scale Telecom’s CDR (Calling Data Records) data. We offer the quantitative relationship between drop-down threshold, delete threshold and distribution performance indicators based on detailed real data experiments. These quantitative and qualitative relations used in the IPTV CDN programs from mainstream Telecom equipment providers contribute to the Telecom IPTV operator’s decision-making in choosing programs and setting parameters.The main contributions of this article are:properly exploring the service quality and cost challenges confronting smart TV and IPTV Telecom Operators in the current and next phase, through theoretical analysis and large-scale real data experiments, we effectively and efficiently lay the foundation for Telecom IPTV operators’ decision-making; we present solutions and optimization algorithms in error control and others, and offer the adopted reference implementation.
