Energy, environment and public health is the current hot issues of society, and is also a strategic subjects of sustainable development in our country. Energy consumption will be rising along with the rapid development of country’s economy. High energy consumption, high pollution is getting worse because of irrational energy consumption structure and consumption structure of energy relying mainly on fossil energy. How humans optimize the consumption structure of energy consumption, reduce environment pollution and improve public health have become an increasing challenge which the entire society must face and solve. The health hazard to people from environmental pollution due to energy consumption has caused concern among governments, enterprise and the public. Currently, some scholars specialize from the direction energy environment, energy economics, health economics who have studied the public health level combined with energy environment and economics. However, the existing studies still maintain calculation analytical methods, which definitely hinder formation mechanisms of modelling and application analysis.On the basis of literature investigation, the study around the key question of the public health, from the optimization of the energy structure, the angle of improving environmental quality, research the impact energy consumption on the environment and public health based on game theory in the whole China and other regions of China, and research models and empirical analysis. The main contributions are given as follows:Firstly, the paper incorporates the impact of energy consumption on environmental pollution and environmental pollution on public health. Based on a popular method-autoregressive distributed lag(ARDL) model and bounds testing approach, the dynamic model of the impact of energy consumption on environmental pollution and public health is built and some robust empirical results are better obtained based on small sample data in retrieving shortcomings in static model. Our results show that there is a stable long-term co-integration relationship between the total energy consumption, the consumption proportion of coal, oil, clean energy and emissions of sulfur dioxide, industrial soot which is similar to emissions of sulfur dioxide, industrial soot, industrial dust and the share of cerebrovascular diseases, respiratory diseases. Based on empirical findings, the paper proposes the share of cerebrovascular diseases and respiratory diseases have positive correlation with soot emissions; the emissions of sulfur dioxide and industrial soot have positive correlation with the total energy consumption and the share of coal.Secondly, based on Grossman’s Health Production Function, this dissertation builds the model of impact of environmental pollution, economic growth, medical care services on public health and comes to a conclusion that an inverted curve, rather than a linear relationship is presented between economic growth and public health. It is emphatically analyzed that impact of per capital GDP, industrial sulfur dioxide, industrial dust, per medical care expenditure and per number of the doctors on mortality. There is some relation of inverted “U” pattern between per capital GDP and mortality, which are analyzed comparatively in the east, middle, west regions. This paper explores that per number of the doctors and per medical health expenditure may alleviate mortality caused by environmental pollution. Our results show that there is a long equilibrium cointegration relationship between environmental pollution, economic growth, healthcare services and public health. An inverted U curve is presented between economic growth and public health in the east, middle and overall China significantly. Specifically, the curve has met its knee point in the east, will meet its knee point if per GDP is 3311 Yuan in the middle. Industrial soot emissions has a significant positive correlation with human mortality in each areas of China, industrial sulfur dioxide emissions only has a significantly positive correlation with human mortality in the middle area. At the same time, the correlation between the doctor per person and human mortality is significantly negative, while it does not occur in the west area. Healthcare services spending per capita has a significantly negative correlation with human mortality in the middle area. The medical services can effectively reduce health threats to the public.Thirdly, In this paper, taking Shanxi as an example, it is developed that a model with the Couple Model of Enrgy-Environmen-Public(CMEEP) based on the theory of marginal input-output dynamic equilibrium, principle of Dose effect and Exposure response; analyzed the impact of energy consumption on environment pollution and public health losses under different technological innovation from the equilibrium point perspective of energy use. Three categories of energy consumption scenarios, fixation technology, technical innovation, and energy transformation, are considered The empirical study shows: firstly, under the scenario of energy consumption of fixation technology, energy consumption in Shanxi reach a balanced state in 1994, and marginal output of energy consumption equaled marginal cost of residential health damages caused environment pollution on energy consumption; secondly, under the scenario of energy consumption of technological innovation, the equilibrium state could postpone and remained until 2002; finally, compared with energy consumption under the condition of fixation technology, traditional energy consumption is reduced by 35.72%, health damages 10.13% in scenario of technology innovation, and traditional energy consumption 42.12%, health damages 27.15% in scenario of energy transformation. Compared with technological innovation, health damages are reduced by 19.21% in scenario of energy transformation.Fourthly, evolutionary game model on public participation in environment behavior is developed around public health damage penalty, and it is examined in detail the decision influence of public participation on energy consumption of industrial enterprise, and the results of this paper can support the policies which aim at imporving the public health level. Three game scenarios, the lower health damage compensation, the higher compensation, the larger enough health damage compensation and high additional sales are established. It shows the influence of different of decision-making parameters and change of initial condition on evolution results by numerical experiments. The research results show that the evolution path and selection strategies of enterprise’s energy consumption behavior have significant difference in different scenarios. The public and polluting enterprises converges to {non-participation in environmental management, implementation of energy transformation} with lager enough health damage compensation, high implementation of energy transformation of over 95% in polluting enterprises groups and high additional sales. Thus, the initial stage of energy transformation in the enterprise, the public should be actively involved in environmental management, and gradually withdraw from participation in environmental management when the enterprise energy transformation achieves sophistication and socialization.Fifthly, considering public health losses compensations, the evolutionary game model for enterprises 、 governments and the public is built to analyze selection mechanisms and impact factors in three parts, and the results of this paper can provide a new way which analyze complex system of enrigy, environment and public health. The study find that three parts can coverage to the ideal evolutionary stable strategies: {enterprise operating energy transformation, government regulation, public participation in environment} within three-dimensional space under certain conditions. The results show that under the conditions of fixed proportion in government group supervision, the higher the proportion of publics participating in engaging environment management is(or the higher public health compensation for damages are), the faster enterprise group evolution and the implementation of energy transformation strategy are.This dissertation in-depth carries out study of energy-environment-public health system aiming at energy consumption, environment pollution and public health. It is deeply analyzed that the short-term and long-term dynamic impact of energy consumption on environmental pollution, public health. The paper explores the relationships among environmental pollution, economic growth, medical services and imporve public health, studies three parts game approach among companies’ emissions, government regulation and public participation in environment management.
