Since the reform and opening-up,China’s rapid economic growth,urban population surge,the improvement of living standards and environmental problems coexist,especially air pollution problems in recent decades.As we all know,the sustainable development of society and human health are closely related,with the continuous development of the economy,air pollution is becoming increasingly serious,the residents of public health problems have aroused widespread concern at home and abroad.According to the China Environmental Science Research Institute(2011)report shows that the environmental burden caused by China’s residents accounted for about 21%of the total burden of the disease,8 percentage points higher than the United States.IEA(2016)estimates that China currently has about 1 million premature deaths from outdoor air pollution,and that the average life expectancy of the Chinese population has decreased by nearly 25 months because of poor air quality.In the process of China’s economic development,the public health risks caused by air pollution have become a worldwide topic.At the same time,the residents of public health in relation to the healthy development of society,our country has a vast territory,and there are big differernces in in regional economic development,air pollution levels are not the same.In order to complete the goal of improving the health level of residents,to in-depth analysis of the impact factors of air pollution and economic development of public health,especially heterogeneous the characteristics of different areas of public health in different stages of economic development of air pollution and other factors.Only on this basis can we formulate practical policies to reduce air pollution and improve the health of our residents.Therefore,it is of great significance to study the relationship between air pollution and residents’ public health in the process of economic development in china.This paper first introduces the current situation of air pollution and public health in China,and uses the new club convergence method proposed by Phillips and Sul(2007)to analyze the club’s convergence of the per capita smoke and dust emissions of 30 provinces(municipalities and autonomous regions)in China,illustrates the dynamic evolution characteristics of per capita smoke dust emissions.Secondly,using the per capita GDP which represents the economic level as the conversion variable,the panel smooth transition regression(PSTR)mode is used to explore the difference in time and space between the factors of air pollution and other factors on the public health of our country from the perspective of non-linearity,and to analyze the reasons of the difference.Thus,the theoretical analysis of this paper is a useful supplement to the public health-air pollution-economic growth in the nonlinear relationship,in the empirical research,to provide decision support to improve the residents’ health related policies for the local government to formulate energy-saving emission reduction.The conclusions of this paper are as follows:(1)The results of per capita smoke dust emissions club convergence analysis show that there are four convergence clubs,each member of the club’s per capita smoke dust emissions have a similar convergence trend,the club between the per capita smoke dust emissions have a larger of the differences,and the emission gap is showing an increasing trend.(2)With the development of economy,per capita GDP has two smooth conversion mechanisms,the location parameters are c1=8.8020(GDP = 6647.53 yuan)and c2=9.7821(GDP = 17713.81 yuan).The effect of air pollution and other factors on the public health varies with the transformation mechanism,which is nonlinear and has obvious heterogeneity in each region.(3)Air pollution has an inhibitory effect on the public health of the residents.With the development of the economy,the impact of air pollution on public health has been further enhanced and subsequently weakened.The influence coefficient between 0.0366~0.1124 smooth transition,when the per capita GDP is 12900 yuan,with the strongest inhibition.(4)Economic development,health care,education have a positive effect on public health,urbanization in the stage of low level of economic development to promote public health,with the further development of economy,to a certain extent,inhibited the public health.The main innovation of this paper are as follows:(1)Using the new club convergence method proposed by Phillips and Sul(2007),this paper analyzes the club convergence of the per capita smoke and dust emissions of 30 provinces(municipalities and autonomous regions)in China,and illustrares the dynamic evolution characteristics of smoke dust emission in China.(2)Based on the perspective of regional heterogeneity,the non-linear effect of air pollution(smoke dust)on public health at different economic development levels was explored by using panel smoothing transition regression(PSTR)model with per capita GDP as the conversion variable.
