Accompanied by changes from agricultural civilization to industrial civilization, world-wide wave of advance of industrialization and rapid development of science and technology, especially the population, resources and environment problems human beings facing becoming more acute, the value of marine as a resource treasure house and space of human life has been greatly enhanced, and the world’s coastal countries has began to pay a high degree of attention to the development of marine resources, and to make a large-scale march to the sea, an ocean development boom sweeping across the world is quietly rising. The ocean development activities have brought tremendous economic benefits to the coastal countries and regions, while ignoring the development process, the protection of the marine environment has resulted in the marine environment suffered great damage, coastal erosion, land subsidence, seawater intrusion, a severe recession of fishery resources, water pollution and other increasingly common and declining ecological environment in the coastal countries and regions have been given the socio-economic development has caused tremendous losses, but has a serious impact on human health and quality of life.The ecological problems Coastal countries and regions facing are mostly directly related to the unreasonable coastal industry Layout. Coastal zone is the areas most abundant of resource on earth, but it is also one of the areas of most fragile ecosystem on earth, whose ecological balance depends on a complex and unique physical and chemical processes, these processes are highly vulnerable to natural and human activity interference, which led to the rapid degradation of ecosystems. With the continuous development of coastal productivity, human economic activities on the marine ecosystem disturbance has been increasing, ever-growing crowd interaction, and productivity of coastal waterfront industrial layout as the configuration in space, the impact on the marine ecosystem is particularly intense. In the area coastal industry is arranged, the area’s carrying capacity is one of the factors we must consider, and this factor has always been ignored by the traditional layout theory and practice. The lessons of the facts tell us that we must reject the wrong practice that the past, simple theory of productive forces in accordance with the arrangements of traditional sea-coast distribution of productive forces involved in , the ecological environment as an important factor into the decision-making to develop the layout of the program, making environmental protection one of the basic premise of the development of coastal economy.Integrating environmental considerations into practice of arranging layout of Coastal industry requires the solutions of a range of practical problems, especially marine carrying capacity, is one of the most important element of the work. And on this issue, the current research is still relatively weak, based on this paper the basic theory and empirical research from the two levels of capacity will be included in the regional coastal waters of industrial layout in general practice, a preliminary exploration methods, hoping to play a role in guiding the rationaldistribution of coastal industry.Theoretical level, this paper analyzed the concept , content and features of marine capacity, and described in some depth the various factors affecting the marine capacity from both the natural and human factors, on this basis, following the system, operability, representative, dynamic, reliable principles, drawing on previous research results, established a set of index system of marine carrying capacity evaluation, and comprehensive application layer analysis and system dynamics, the establishment of a marine carrying capacity evaluation model. Capacity and coastal waters and then the general relationship between industrial distributions were analyzed. Waterfront industry in the content, features and content layout of coastal industries, levels and other factors were described, based on the division of the sea the basic types of industrial layout and detail of the port, the port industry, coastal tourism, marine aquaculture, sea salt and salt chemical, marine oil and gas industry, marine mining, industry and other major coastal seawater utilization industry, demand for marine resources and marine environmental impacts, including shoreline and waters occupied, pollutant emissions and industrial development area environmental dependence and so on.Application level, this article takes the example of Qingdao Jiaozhou Bay, Jiaozhou Bay area to the environmental carrying capacity and the existing coastal industrial layout as the research object, combining the study of the Gulf carrying capacity model and index system and build capacity based on the Gulf The coastal industrial layout optimized system dynamic model to fully evaluate the bearing capacity of Jiaozhou Bay and the coastal waters of the region of present industry, and on this basis proposed sea area of Jiaozhou Bay and adjust and optimize industrial layout mode direction. Through the study, further elaborated the application of this capacity to establish evaluation index system of the sea and the level of analysis and system dynamics method combining sea Carrying Capacity of the general approach, but also on the waterfront industry in Jiaozhou Bay Area proposed layout optimization recommendations.
